Les membres de la Task-force lors de la remise du rapport au ministre des Affaires Sociales.
Pour le moment, les détails de ce rapport volumineux sur la gestion de la Caisse nationale de sécurité sociale (CNSS) n’ont pas filtré. La délégation de la Task-force conduite par le Commissaire général de brigade aérienne, Jean-Hilaire Moubamba Maganga, s’est contenté de remettre au ministre des Affaires sociales, Nadine Nathalie Awanang Anato ledit rapport hier, mardi 13 février.
Le chef adjoint de la Task-force a néanmoins donné quelques bribes d’informations qui attestent de ce que les malversations financières opérées dans cette entité depuis des années ont plombé la structure. « La CNSS est un grand malade qui souffre de plusieurs maux tel un cancer généralisé qui a produit un certain nombre de métastases et qui a besoin d’une réforme systémique, donc dans tous les domaines » a indiqué à cet effet, le Commissaire général de brigade aérienne, Jean-Hilaire Moubamba Maganga.
Sur la base des éléments de ce rapport, les différents directeurs généraux qui ont conduit la CNSS dans ce chaos seront-ils inculpés ? C’est le souhait de l’Association nationale des retraités du Gabon (Anareg) qui, en date du 18 janvier 2020, avait porté plainte contre les différents directeurs généraux qui se sont succédé à la tête de la CNSS et qui seraient impliqués dans ces malversations financières.
« En effet, nous avons constaté, au cours de ces dernières années, que sept directeurs généraux se sont succédé à la Caisse nationale de sécurité sociale (…) que les directeurs généraux entrant dénonçaient publiquement et systématiquement la gestion calamiteuse de cette institution par leurs prédécesseurs, sans qu’aucune poursuite judiciaire ne soit engagée pour faire la lumière sur ces dénonciations et exiger la réparation des préjudices subis par les retraités, premières victimes de cette gestion hasardeuse », indiquait l’Anareg dans la plainte introduite auprès des services du procureur de la République. Le tribunal va plutôt inviter l’association des retraités à saisir l’Agence Nationale de Vérification et d’Audit (Anavea). Comme il fallait s’y attendre, l’affaire va rester être classée sans suite.
Sauf qu’avec la finalisation de ce rapport, il serait incompréhensible que les directeurs généraux responsables de ce marasme continuent de demeurer en liberté.
