Il est déterminé à faire le ménage dans une entité gérée par son prédécesseur, Gabriel Tchango, Gabi pour les intimes, comme une épicerie de quartier. Pour se rendre compte de la supercherie entretenue par ses prédécesseurs, l’officier supérieur a appliqué une recette qui a toujours très bien marché dans l’armée : l’appel en présentiel des agents. Il n’a pas fallu beaucoup de temps, pour que Pierre Rizogo Rousselot se rende compte qu’il y avait, dans la liste des effectifs qui lui a été soumise, 156 agents qui ne répondaient jamais présent. Une absence constatée depuis le mois de décembre de l’année qui vient de s’achever, date de sa nomination à la tête de la mairie de Port-Gentil. Impossible donc de maquiller ses absences avec les fallacieux prétextes de maladie ou de congés. Pire, le Délégué spécial va constater que les salaires des 156 agents sont régulièrement reversés, alors que ces derniers ne sont visibles nulle part. Incroyable, mais vrai.
« Il y a longtemps que nous dénonçons cette situation. La gestion opaque de la mairie, les recrutements frauduleux et le favoritisme. Beaucoup sont payés par cette institution, mais ne travaillent pas ici. Ils sont, pour la plupart, à l’Etranger. D’autres exercent dans des sociétés pétrolières. L’arrivée du Délégué spécial est une bonne chose. Nous espérons qu’il mettra de l’ordre », a indiqué une source l’institution municipale qui a requis l’anonymat.
Justifier leur présence et les salaires perçus
D’après la même source, à l’approche des élections générales du 26 août 2023, il avait a été constaté une augmentation vertigineuse des effectifs dans plusieurs services de la mairie. On cite, entre autres, le service social et la direction des ressources humaines. « Mieux, ces recrutements auraient été faits sous forme de documents antidatés, puisqu’à cette période, aucun élu municipal ne pouvait engager l’institution sur quoi que ce soit. Ils (les anciens responsables de la mairie centrale ndlr) ont recruté en masse surtout après le coup d’Etat, parce qu’ils savaient qu’il y avait des fortes chances qu’ils soient évincés de leurs poste », a poursuit la même source.
C’est la décision prise par le Général de Corps d’armée Pierre Rizogo Rousselot. Ces agents « fictifs » ont été sommés de justifier leurs absences respectives dans un délai de 24 heures. Passé ce délai, la première autorité de la ville se réserve le droit d’entamer une action en justice contre les bénéficiaires de cette mafia et leurs initiateurs.

Mon général mes sincères félicitations pour l'action que vous venez de posé vous même regarder dans état vous aviez récupéré la ville de port-gentil et depuis combien d'années il volé l'argent du contribuable mon général le remboursement sans délai dans les caisses de la mairie ou bien il savent je demande qu'on les dénonce devant la population.
Dénoncer est une chose et sanctionner en est une autre l'idéale pour un Gabon nouveau restauré est que la loi fasse sont travail.
Il faut mettre les coupables fassent à leurs responsabilités sinon il n'y aura jamais de restauration des institutions sans sanctions .Que le Gabonais apprenne certainnes valeurs comme l'intégrité, l'amour et la crainte de Dieu
C'est bien de dénoncer, mais derrière il faut prendre des actions. Mais je sais que rien ne sera fait. Ce ne sont que des effets politiques. Je suis sûr que parmi ces 156 agents fantômes, lui même le général et délégué spécial de la mairie, a des parents dedans : donc c'est de l'enfumage !
Intéressez vous également aux dossiers de la CNSS . Plusieurs agents se voient prélever cette cautisation mais n'est jamais reversé. Nous avons connu des employés de cette institution décédés parcequ'ayant appris que leurs cautisations à la CNSS n'ont jamais pris la bonne voix.
