Le Délégué Spécial chargé de la gestion de la commune de Libreville, le Général de Brigade Jude Ibrahim Rapontchombo a présidé, ce 27 décembre 2023, en présence du gouverneur de la province de l’Estuaire, Marie-Françoise Dikoumba, la commission ad hoc chargée de l'examen et de l'adoption du projet de budget primitif de l’exercice 2024. La commission ad hoc, ouverte, ce 27 décembre 2023, a examiné et adopté à l’unanimité le projet de budget primitif de l’exercice 2024, arrêté au montant de 26 milliards 678 millions 655 mille 885 francs FCFA, contre 26 milliards 601 millions 025 mille 007 de francs CFA. Un budget en légère hausse de 77 millions 630 mille 878 francs CFA, due à l’apport en balance d’entrée.
Selon le Délégué Spécial, «ces travaux revêtent un caractère inédit du fait de la dissolution des institutions, le soir du 30 août dernier par les forces de défense et de sécurité réunies au sein du Comité pour la Transition et la Restauration des Institutions (CTRI) et de la mise en place d'une Délégation Spéciale chargée de la commune de Libreville par décret n°003/PT/du 6 septembre 2023 et l'ordonnance 005/PR/2023 du 24 octobre 2023, modifiant et supprimant certaines dispositions de la loi organique n° 001/2014 du 15 juin 2015 relative à la décentralisation, en son article 84 nouveau».
Constituant le premier acte majeur de la Délégation Spéciale au sein de la municipalité de Libreville, ce rendez-vous a été l’occasion pour l’ensemble des commissaires d’examiner et d’adopter à l’unanimité le projet de budget primitif de la Commune de Libreville exercice 2024, fixé à 26 milliard 678 millions 655 mille 885 FCFA en recettes et en dépenses, contre 26 milliard 601 millions 025 mille 007 de francs CFA en 2023. Cette enveloppe budgétaire intègre les dotations allouées aux arrondissements reconduites pour un montant total de 360.000.000 de francs CFA.
Pour le Délégué Spécial, le programme d’actions prioritaires au titre de l’exercice 2024, est orienté vers les quatre axes majeurs que sont : la salubrité, l’assainissement des finances municipales, la maîtrise de la masse salariale et l’optimisation de la ressource humaine. Ainsi, ledit projet de budget se propose de traduire ce programme par des actions précises et concrètes.
