Michel Essongué restitue à Oligui Nguema les parts de l'Etat au sein du groupe CECA-GADIS.

Qui connaît Michel Essongué ? Presque tous les Gabonais. Ce personnage discret, avare de déclaration, est associé à l’embourgeoisement et à l’opulence sous le régime des Bongo père et fils. L’homme au costume trois pièces est un habitué des salons feutrés de la présidence de la République où il a occupé, des années durant, le poste de conseiller politique avec des intermèdes au sein du gouvernement. Une riche carrière et une fidélité sans faille au Bongo qui lui ont, sans doute, permis de devenir l’une des plus grandes fortunes du pays, en devenant, par des arrangements occultes avec les Bongo, le président-directeur général de la Compagnie d’exploitation commerciale africaine gabonaise de distribution (CECA-GADIS).
Le groupe CECA-GADIS, qui est devenu, à force d’investissement, le leader local dans la distribution, avec 104 magasins et des installations commerciales à Sao-Tomé, n’est pourtant pas une entreprise créée par Michel Essongué, encore moins une entité reçue en héritage. Loin de là. CECA-GADIS n’est autre que la version moderne de la Caisse d’exploitation commerciale africaine qui fut une compagnie coloniale créée en 1933 et rachetée par l’Etat gabonais en 1962. Quelques années plus tard, en 1967, l’Etat gabonais va se désengager, en laissant sa part à des investisseurs privés regroupés au sein d’une holding appelée GAGEPAR. C’est cette entité, dont les propriétaires ne sont pas connus du grand public, qui va désormais récupérer les parts de l’Etat, à hauteur de 75 %, dans le groupe. C’est de là que va émerger la figure de Michel Essongué comme le véritable patron de CECA-GADIS.
Ce rappel historique permet de comprendre comment, cinq mois après sa prise de pouvoir, le Général Brice Clotaire Oligui Nguema a permis à l’Etat de récupérer 35 % des parts dans le groupe CECA-GADIS. Si, pour sauver les apparences, et sans doute l’honneur d’Essogué, la communication officielle faite autour de ce dossier a juste évoqué une entrée de l’Etat dans le capital de la boîte, il fallait être très attentif pour se rendre compte qu’il s’agissait plutôt de la restitution des parts de l’Etat frauduleusement acquises par des individus, en l’occurrence Michel Essongué.
Récupérer un bien qui lui a été volé
D’abord, à travers le communiqué de la présidence de la République qui va indiquer que cette opération s’inscrit dans une démarche visant à « lutter farouchement contre la corruption et à restaurer l’intégrité financière dans la gestion des affaires publiques ». Autrement dit, il ne s’agit pas, pour l’Etat gabonais, d’acheter des parts dans une entité privée, mais de récupérer un bien qui lui a été volé, d’où l’expression « restaurer l’intégrité financière ».
La communication du ministre de la Justice sur ce dossier va davantage éclaircir les lanternes sur cette affaire. Paul-Marie Gondjout va indiquer que « le Chef de l’Etat a donné des instructions qui consistent à regarder dans toutes les sociétés de la place (…) là où des citoyens ont, de manière indue, acquis des parts dans certaines sociétés. Les récupérer de manière à les mettre au service de la République, des citoyens. C’est ce qui est le cas de CECA-GADIS… ».
Le ministre de la Justice va plus loin en informant l’opinion que de nombreux barons de l’ancien régime (des citoyens pour le ministre) sont venus d’eux-mêmes restituer les actions qu’ils ont perçues indûment dans des entreprises. Par cette opération, l’ancien baron du régime Bongo s’évite la prison. Du reste, indique le communiqué de la Caisse de dépôt et de consignation, cette opération va permettre la mise en œuvre locale du projet CDC TER. Il s’agira de contribuer à réduire progressivement la dépendance alimentaire du pays envers l’étranger de 90 à 75 % à l’horizon 2028.
