Plus rien ne va à ma Chambre des métiers et de l'artisanat du Gabon.
C'est à croire que la volonté est bien affichée d'entretenir une cacophonie au sein de la chambre des métiers et de l'artisanat du Gabon, dont le but visé serait l'immobilisme de l'entité au bénéfice des intérêts inavoués de certains individus. Question ; à qui profite ce désordre ?
Comme nous l'écrivions lors de notre précédente publication, la Chambre des métiers et d'artisanat du Gabon a été créée par la loi N °027/2018 du 11 juin 2019 portant orientation de la politique nationale de l'artisanat en République Gabonaise. Cette institution a pour mission de porter les ambitions d'appui et d'encadrement des activités génératrices de revenus à travers l'artisanat sur l'étendue du territoire national. Elle se doit, en outre, d'orienter les politiques publiques en matière de soutien aux acteurs du secteur. Il s'agit donc, d'un véritable outil technique et commercial des activités sectorielles des métiers de l'artisanat au Gabon.
Les troubles constatés dans la gérance de cette institution ne se justifient donc pas d'autant plus qu'à la tête de cette institution, les artisans ont élu un représentant qui porte la qualité de président. Les récentes déclarations des personnes prétendument membres d'une commission en charge des questions de formation au sein de la chambre des métiers de l'artisanat laissent croire que certains individus tirent les ficelles dans l'ombre dans le but d'empêcher le développement de cette institution.
Pourtant, lors de son passage à l'émission les Grands dossiers de Gabon première, le ministre du Tourisme a non seulement reconnu l'existence d'une cacophonique à la chambre des métiers de l'artisanat, mais a, en plus, implicitement reconnu que le directeur général, Rachel Ebanet était de trop. Car selon lui, elle n'aurait pas dû être nommée par le ministère du Commerce du régime déchu.
A travers ses propos le ministre a ouvertement désigné le mal dans cette institution. Reconnaisant par la même occasion, le mandat électif du président de la chambre des métiers. L'appel au respect des textes sonne en revanche comme un aveux d'impuissance de sa part face à cette cacophonie. Si l'on en vient à regarder les texte en question, que disent-ils ?
Le respects des textes oui, mais quels textes? le décret n°00430/PR/MCPMEI du 20 novembre 2020 portant approbation des statuts de la Chambre des métiers a été pris sans qu'il y aie eut au préalable une assemblée constituante des artisans, approuvant les statuts de la Chambre.
Tout ceci, en violation des recommandations faite par l'étude de faisabilité pour la création de la Chambre des Métiers du Gabon; étude financée par la France, remis le 13 Août 2018 à la ministre de l'Artisanat de l’époque, Carmen Ndao au sein de l'ambassade de France. Cette étude recommandait la mise en place d'un comité de pilotage, composé des artisans, des ministères sectoriels, des représentants du ministère de l'artisanat.
Ce comité avait pour mission de conduire les différentes étapes qui jalonne tout le processus de création de la Chambres des métiers ( missions de compagnonnage, élaboration des statuts et règlements intérieurs, choix du siège de la CNMAG...) Curieusement, c'est une coordination appelée "Coordination Projet Chambre des Métiers" qui est mise en place par le ministère de tutelle en lieu et place du Comité de pilotage comme le prévoit les accords. Une cellule de trois personnes seulement, avec à sa tête, le secrétaire général dudit ministère, présent lors de la remise de l'étude de faisabilité et remercié un an plutôt par le gouvernement.
La cellule de coordination a donc conduite toute seule, dans l'opacité totale, la prise du décret qui nomme la Coordinatrice du projet, le Directeur Général de la Chambre des Métiers ( toujours en projet) et les membre du Bureau de l'assemblée générale, sans passer par la case élection.
Face une telle invraisemblance, les membres l'assemblée générale de la Chambre des Métiers élus en novembre 2021, ce sont réunis en Assemblée plénière les 12, 13 et 14 juillet 2022 pour réviser les statuts et demander l'abrogation du décret 00430.
Depuis cette date, tous les ministres concernés par ce dossier n'ont pas daigné régler ce problème en rétablissant les choses dans leur contexte. Tout porte à croire que le décret 00430 avait été pris pour uniquement nommé un parent et pas pour permettre aux artisans de se prendre enfin an main comme le précise la loi.
