Michel Essongue remettant le certificat de propriété des parts de l’Etat au Chef de l'Etat.
Le mercredi 31 janvier, à la Présidence de la République, a eu lieu une bien curieuse cérémonie. Michel Essongue, le puissant homme d’affaires gabonais à la tête du groupe Ceca-Gadis a remis au chef de l’Etat, Brice Clotaire Oligui Nguema, le certificat de propriété des parts de l’Etat au sein du groupe Ceca-Gadis. En présence du Premier Ministre, Raymond Ndong Sima, du ministre de la Justice, Paul Marie Gondjout, le numéro 1 gabonais réceptionne le document qui fait désormais du Gabon l’un des actionnaires importants dans ce groupe de distribution des produits alimentaires et manufacturés présent aussi bien au Gabon que dans certains pays de la sous-région.
Cependant, cette prise d’intérêts de l’Etat dans le groupe Ceca-Gadis à ceci d’intriguant : les montants de la transaction ne sont pas communiqués tout comme le mécanisme par lequel l’Etat est parvenu à acheter ces parts. Le communiqué de la présidence de la République se contente d’affirmer que cette opération s’inscrit dans une démarche visant à « lutter farouchement contre la corruption et restaurer l’intégrité financière dans la gestion des affaires publiques. » Etrange. Pourquoi évoquer « la lutte contre la corruption » et la restauration de « l’intégrité financière » dans une opération qui se veut légale puisqu’il s’agit de l’achat des actions par l’Etat dans une entité privée ? Là gît le lièvre.
Il aura fallu écouter attentivement la communication du ministre de la Justice sur ce dossier pour se rendre compte, qu’au final, il ne s’agissait nullement d’une opération de rachat des parts mais d’une restitution des actions de l’Etat. « Le Chef de l’Etat a donné des instructions qui consistent à regarder dans toutes les sociétés de la place (…) là où des citoyens ont de manière indue acquis des parts dans certaines sociétés. Les récupérer de manière à les mettre au service de la République, des citoyens. C’est ce qui est le cas de Ceca-Gadis… »
Le ministre de la Justice va plus loin en informant à l’opinion que de nombreux barons de l’ancien régime (des citoyens pour le ministre) sont venus d’eux-mêmes restituer les actions qu’ils ont perçues indument dans des entreprises.
