La parcelle, objet du litige.
Loin de plonger dans la xénophobie, ce énième litige foncier entre un homme d’affaires de nationalité malienne et une dizaine de familles gabonaises met, en évidence, un problème profond : la dépossession des terres des mains des nationaux par des ressortissants étrangers. Et cela, au vu et au su des autorités politiques et administratives gabonaises souvent complices et corrompues. Mme Léaticia Flore Iwenga Ngouerangne, Gabonaise, propriétaire d’une parcelle à Malibe II, ainsi que d’autres familles sont, depuis quelques mois, menacés d’expulsion de leur terre par l’homme d’affaires Dabo Younougou.
Le 28 août dernier, sans présenter le moindre document justifiant une qualité de propriétaire, M. Dabo Younougou débarque avec ses hommes de main et des machines, pour entreprendre des travaux sur la parcelle occupée par Mme Léaticia Flore Iwenga Ngouerangne et une dizaine d’autres compatriotes. L’homme va, immédiatement, détruire la barrière érigée et les arbres fruitiers sur la parcelle, avant de commencer la construction d’un bâtiment à l’entrée de la parcelle d’un hectare. Immédiatement, Mme Iwenga Ngouerangne et Cie vont introduire une plainte auprès du tribunal de Libreville pour vol et destruction de biens. Le tribunal de Libreville va délivrer à l’encontre de M. Dabo Younougou un acte d’assignation à comparaître devant le juge.

Le vendredi 10 septembre dernier, Mme Iwenga Ngouerangne et les autres familles remettent ledit document au ressortissant malien. Ce dernier va, du haut de son arrogance, refuser de répondre à cette assignation. M. Dabo Younougou serait-il convaincu que sa force financière et ses relations lui mettent au-dessus des lois qui régissent le fonctionnement de ce pays ? Poser la question, c’est en quelque sorte y répondre, puisque même sa convocation et son audition à la Direction générale des recherches (DGR) ne vont rien donner.
Pourtant, indique un occupant lésé, lors de cette interpellation, M. Dabo Younougou a reconnu avoir détruit nos biens. Pire, ce monsieur n’a produit aucun document justifiant qu’il est propriétaire de notre parcelle. « On ne comprend pas pourquoi la DGR n’a pas donné suite à notre plainte », se désole le même occupant. Avant d’ajouter : « Cet homme tente de s’imposer par la force. C’est incroyable, un Gabonais peut-il se comporter de la sorte dans un pays étranger ? ».
La colère des familles gabonaises est d’autant plus grande que même les informations délivrées par l’ANUTTC attestent de ce que M. Dabo Younougou n’est nullement propriétaire de la parcelle, étant donné que ce lopin de terre est situé dans une zone tampon des parcs nationaux.
Aux dernières nouvelles, le procureur de la République a transmis au juge l'affaire pour un jugement immédiat.
