En difficulté depuis plusieurs années, l’Institut africain d’informatique continue de broyer du noir. Entre retard de salaires, bâtiments délabrés et réformes qui tardent, la visite de la nouvelle ministre de l’Economie numérique, Laurence Ndong, a permis de découvrir le calvaire que traversent le personnel enseignant et les élèves.
Laurence Ndong, la nouvelle patronne de l’Economie numérique au Gabon, a-t-elle une solution pour l’Institut africain d’informatique (IAI) ? Nouvellement installé à la tête de ce département ministériel, le membre du gouvernement a, récemment, effectué une visite au sein de cet établissement inter-Etats, dont le Gabon abrite le siège social.
Il faut dire que les difficultés de l’IAI durent depuis bientôt 10 ans, sans qu’une solution soit trouvée. Situé dans un quartier populaire du cinquième arrondissement de Libreville, l’IAI est, depuis plusieurs années, annexé aux habitations des riverains. Les habitants dictent leur loi, en occupant l’espace de terrain pourtant propriété de l’établissement.
En plus de cette expropriation progressive, la structure en elle-même est dans une situation de désuétude inquiétante. Bâtiment délabré, absence de matériel adéquat, personnel impayé. En milieu d’année scolaire 2022, les enseignants de cet établissement réclamaient le paiement de 28 mois de salaires impayés. C’est dire. Dans le chapelet de revendications, les enseignants et le personnel administratif réclament l'organisation urgente d’un Conseil d’administration.

La récente visite de la patronne de l’Economie numérique n’a pas, pour autant, rassuré pas les enseignants et les responsables l’établissement qui attendent des mesures fortes pour sauver l’IAI d’une fermeture définitive. « Chaque ministre, nouvellement promu, vient pour toucher du doigt, mais sans trouver des solutions aux difficultés que traverse l'IAI. Même refaire la peinture, ils sont incapables », s’offusque un étudiant de l’IAI », rencontré par notre reporter.
Ministre de l’Economie numérique et président du Conseil d’administration de l’IAI, il y a moins d’un an, Jean-Pierre Doukaga Kassa, avait rencontré les pays membres de l’IAI, pour trouver des pistes de solutions, mais sans succès. Selon les responsables de l’IAI, ces pays membres ne trouvent plus d'intérêt à financer le fonctionnement de cet établissement installé au Gabon depuis sa création. D’ailleurs, toujours selon ces indiscrétions, il serait mieux que le Gabon lui-même rebaptise l’IAI, en Institut d’informatique du Gabon. L’ambition de la tournée du ministre gabonais de l’Economie numérique visait à « faire de l’Institut africain d’informatique, un véritable incubateur du numérique pour produire des talents capables de concevoir des solutions innovantes pour le mieux-être des populations du continent africain ».
