Le Dr Olivier Rebienot Pellegrin, nouveau directeur général de la CNSS.
L’affaire fait grand bruit au sein de la Caisse nationale de sécurité sociale (CNSS). Plusieurs directeurs et chefs d’agences sont sur la menace d’un licenciement pour avoir accusé du retard dans la transmission des justificatifs de dépenses dédiées à l’organisation des paiements du mois décembre 2023. Si le nouveau directeur général, le Dr Olivier Rebienot Pellegrin, n’a pas encore mis cette mesure disciplinaire en exécution, plusieurs voix au sein des milieux syndicaux estiment qu’une mesure de licenciement serait disproportionnée.
Dans une fiche d’information relative à cette affaire, dont Top Infos Gabon a pu se procurer une copie, les syndicalistes estiment que la transmission hors délais desdits justificatifs n’a pas une grave incidence sur le plan comptable, financier et même administratif.
C’est pourquoi, les partenaires sociaux suggèrent, pour cette faute, que la sanction requise soit « la mise en garde », « l’avertissement » ou « le blâme ». Le licenciement étant une décision « extrême ». « La décision de licenciement massif envisagée par le directeur général de la CNSS paraît vraisemblablement excessive, au regard de la faute prétendue » souligne la note.
Non sans rappeler que ce retard serait le fait d’une « erreur de destinataire ». « Les justificatifs doivent être envoyés à la direction financière et comptable ( DFC) et son chef de service caisse qui ont souvent sollicité et obtenu lesdits justificatifs. Donc manifestement, il y a souvent eu erreur de destinataire car les justificatifs sont souvent envoyés à l’AC et non à la DFC » rajoute la fiche d’information.
Maintenant reste à savoir si ces explications vont être suffisantes et prise en compte pour le nouveau directeur général réputé être un homme intransigeant.
