Le 27 octobre dernier, le Syndicat national des agents de la CNAMGS (Syna-CNAMGS) a fait parvenir un courrier au ministre de la Santé, le Pr Adrien Mougougou.
Dans cette correspondance, dont la Cigale Enchantée a obtenu une copie, les partenaires sociaux font constater au membre du gouvernement les vilenies d’un Directeur général qui a choisi de lancer une chasse aux sorcières contre les agents étiquetés comme des contestataires. « Depuis le mouvement de grève du 15 juin 2023 consécutif à la non-prise en compte des revendications inscrites dans le cahier des charges (…) la tension entre l’administration et le personnel a atteint son paroxysme ».
Pour preuve, poursuit le Syna-CNAMGS, au lieu de trouver des solutions aux revendications du personnel (reclassement général, prise en charge sanitaire, formation des agents, acquisition des parcelles de terrain, crédit automobile et réforme), la direction générale s’investit dans une campagne de menaces, d’intimidations incessantes de toute nature (demande d’explication, sanctions injustifiées, mutations, licenciements). Tout ceci au mépris de la loi, rajoute le Syna-CNAMGS.
Or, rappellent les partenaires sociaux, au sortir du mouvement de grève, il s’était tenu un Conseil d’administration extraordinaire aux fins d’examiner leurs points de revendication. Sauf qu’à ce jour, les délibérations issues de ce conclave n’ont jamais été mises en œuvre.
Pire, dégaine le Syna-CNAMGS, avec Sévérin à la tête de la CNAMGS, la structure d’assurance-maladie a déjà perdu plusieurs milliards de FCFA en lien avec les procès perdus dus aux agents licenciés abusivement. Les sommes à indemniser s’élèveraient à plus d’un milliard de FCFA. « Ces sommes pourraient servir à financer des projets pour une meilleure prise en charge des assurés », soulignent les syndicalistes. Non sans fustiger les mutations injustifiées du 26 octobre 2023 dans les services EVASAN (Evacuation sanitaire), administration et financier.
Conséquence, le Syna-CNAMGS demande aux nouvelles autorités de prendre toutes les dispositions nécessaires pour éviter une paralysie totale des activités au sein de la CNAMGS.
