Les responsables de Sobea vont devoir s'expliquer.
A peine réinstallé dans ses fonctions de chef de mission de la Task-force, Pierre Duro et son équipe n’ont pas tardé à se mettre au travail. Quelques heures seulement après la rencontre avec les entreprises membres de la FEG (Fédération des entreprises gabonaises), la Task-force, qui a pour mission d’auditer la dette intérieure et extérieure, vient de faire parvenir ses premières convocations à des entreprises. Et pas des moindres. C’est notamment le cas de la société Sobea. Le directeur général de cette multinationale française spécialisée dans les Travaux publics a reçu, le 25 septembre dernier, une convocation l’invitant à se rendre ce mercredi 27 septembre à 16 h30 dans les locaux de la structure pour affaire la concernant.
Il ne fait l’ombre d’aucun doute que cette société, poids lourds dans le monde du BTP au Gabon, va devoir répondre de sa gestion des travaux du Bassin versant de Terre Nouvelle. La Task-force , lors des premiers audits, avait découvert de graves malversations, surfacturations sur ce chantier. Pour empêcher des poursuites judiciaires, les responsables de SOBEA avaient activé l’ambassadeur de France au Gabon, Alexis LAMEK afin que celui intervienne auprès d’Ali Bongo pour stopper la procédure. La mafia française du BTP avait fait croire à l’ex président gabonais que le chef de la Task-force, Pierre Duro travaillait contre les intérêts français et empêcher la poursuite des travaux sur des chantiers importants pour lui. La suite de l’affaire est connue de tous, Duro fut débarqué.

Sauf que cette fois-ci la donne a changé. Pierre Duro et ses équipes sont déterminés à mener l’investigation sur ce dossier au bout. D’autant que les premières auditions des responsables de SOBEA dans cette affaire inculpaient la multinationale française.
Le 09 juin 2020, à 11 heures 30 minutes, les agents de la Direction générale des Contre-ingérences et de la sécurité militaire (communément appelée B2) avait reçu, pour audition, un certain Denis Virgile. L’homme d’affaires français, à la tête du groupe Sobea au Gabon, était invité à répondre de la gestion, par l’entreprise qu’il dirige, du marché lié à la construction d’un bassin-versant devant canaliser l’écoulement des eaux pluviales au quartier Terre Nouvelle. Depuis près de 3 ans, le chantier est à l’arrêt. Au grand dam des populations habitant le quartier Terre-Nouvelle et l’agglomération des PK 6, 7, 8, qui, à chaque pluie, voient leurs maisons s’inonder.
Alertés par cette situation, les responsables de la Task-Force vont, immédiatement, bloquer la suite du projet, afin d’y voir clair. Lors de leurs investigations, ils découvriront que l’entreprise Sogea-Satom s’est fait rémunérer à hauteur de 1 milliard 651 millions 640 mille 400 Fcfa pour les frais de prolongation de délais du chantier. Ce, alors qu’aucune disposition n’indiquait cela dans le contrat signé entre l’Etat gabonais et la société française. « Cette disposition n’est prévue nulle part dans le contrat », va indiquer Denis Virgile dans le procès-verbal d’audition établi par la Direction générale des contre-ingérences et de la sécurité militaire (DGCISM). Le directeur général de Sobea va reconnaître, lors de la même enquête, qu’il y a, bel et bien, eu des surfacturations. La belle affaire !
Sauf qu’en dépit de ces aveux, Denis Virgile et ses complices ne feront pas l’objet de poursuites judiciaires. Mais, il y a mieux (ou pire, c’est selon).
Des moustiquaires imprégnées à 55 mille Fcfa l’unité
Dans le contrat de construction du bassin-versant, la Banque africaine de Développement (BAD), en sa qualité de bailleur de fonds, avait inséré un volet humanitaire, à savoir, la livraison, par Sobea, de 8 000 moustiquaires imprégnées aux populations impactées par les travaux. Et là encore, l’entreprise française va faire très fort. Non seulement les moustiquaires commandées n’ont jamais été offertes aux bénéficiaires, mais en plus le montant de la facture produite par l’entreprise française sera tout simplement ahurissant. Ainsi, le prix d’une moustiquaire versio sera de 55 000 Fcfa, alors que sur le marché elle coûte au maximum 7 650 Fcfa. « Le prix a été basé sur un sous-détail de prix transmis à l’administration. Mais au vu des éléments de comparaison qui m’ont été présentés et que je ne conteste pas, le prix est élevé », avait, sobrement, reconnu le Directeur général devant les limiers du B2.
