Les populations des villages du département de l'Okano dénoncent le permis forestier accordé à la société Prosper Sarl.
C’est la levée de boucliers dans les villages Eyinane, Mfoul, Abong-Miang, Sam et Ayane. Les habitants de ces bourgades situées dans le département de l’Okano à Mitzic sont en colère du fait de l’attribution, depuis plusieurs années, à la société chinoise Prosper Sarl d’un permis forestier englobant lesdits villages. Au point que, désormais, les habitants ne peuvent plus, sans autorisation préalable de la société forestière chinoise, mener des activités agricoles ou autres. Une situation inacceptable !
Le 29 juin 2021, les habitants desdits villages ont adressé un courrier de protestation à Lee James Taylor White, le ministre des Eaux et Forêts. « Vos services nous informent que les villages Eyinane, Mfoul, Abong-Miang, Sam et Ayane se trouvent à l’intérieur du permis d’exploitation forestière appartenant à la société chinoise CFAD Prosper SARL. […] Monsieur le Ministre, le code forestier a-t-il changé ? N’avons-nous plus un mètre carré de forêt pour développer l’activité agricole dans nos villages au point qu’on nous dit que même nos maisons sont dans le permis d’exploitation forestière de Prosper SARL ? », s’interrogent les habitants dans la missive dont la Cigale Enchantée a pu obtenir une copie.
Dans le même courrier, les habitants rappellent au ministre Lee James Taylor White qu’à ce jour, la forêt, qui a toujours fait l’objet d’une exploitation, comporte deux domaines, celui qui couvre les zones d’exploitation forestière et celui dédié à la zone agricole, de chasse et de pêche pour les populations. C’est plusieurs mois après, précisément le 31 mars 2022, que l’administration de la forêt va daigner apporter une réponse aux plaintes des habitants, en invitant ces derniers à « identifier une superficie libre pour la création d’une forêt communautaire. Si la zone identifiée est dans l’emprise de l’UFA Lara de la société Prosper SARL, la direction générale des forêts s’engage à analyser les possibilités de rétrocession par l’opérateur pour un éventuel déclassement ».
Sauf que la réponse du directeur général des Forêts, Ghislain Moussavou, vient confirmer les accusations des habitants des villages. En effet, le permis forestier attribué à la société chinoise englobe l’ensemble des six villages. Comment Prosper SARL a pu obtenir un tel permis en violation de toutes les dispositions en la matière ? Y a-t-il eu dans cette opération fumeuse des mallettes d’argent ?
Pour le collectif des habitants, il n’y a plus de doute d’autant que toutes les démarches menées pour faire annuler ce permis forestier se sont avérées infructueuses.
