C’était l’un des projets majeurs d’Ali Bongo Ondimba. Dès sa prise de pouvoir, en 2009, le président de la République déchu promettait aux Gabonais la construction de 5 mille logements par an. Une ambition que le fils d’Omar Bongo Ondimba n’a jamais pu atteindre tout au long de ses deux mandats. Les projets initiés dans l’ensemble du pays se sont vite transformés en éléphants blancs quand d’autres n’ont jamais vu le jour. C’est notamment le cas du projet PCR Bikélé à l’époque géré par l’UCET.
Le rapport d’audit produit par la Task-force sur ce chantier est effrayant, tant il atteste de graves malversations financières. Les équipes de la Task-force ont pu établir que la société SOBEA en charge de mener les travaux avait procédé à des surfacturations sur les prix unitaires du chantier. Des surfacturations estimées à 1,5 milliard de Fcfa. Pierre Duro (chef de mission de la Task-force) et ses équipes ont, en outre, constaté le paiement des prestations non réalisées en complicité avec la mission de contrôle CIRA MALI et les équipes de l’UCET. Conséquence, poursuit le rapport, sur les 40 milliards de Fcfa mis à la disposition par la Banque de développement des Etats d’Afrique centrale (BDEAC), un décaissement de plus de 30 milliards de Fcfa a été réalisé avec une évaporation de plus de 15 milliards de Fcfa.
Où sont passés les 15 milliards de Fcfa ?
Le rapport explique que les 15 milliards de Fcfa ont servi dans le paiement de cave à vin, achat de matériel pour des besoins politiques, etc. Pire, la Task-force souligne que cet argent a, en outre, servi à payer des primes à des agents fonctionnaires, aux dépenses de fonctionnement et de recrutement de consultants excessifs, aux dépenses inéligibles du projet. Tout ceci dans un contexte où les marchés étaient distribués sans respect des procédures d’appels d’offres avec le risque certain de compromission et l’absence de rigueur dans le suivi des travaux des projets.
Conséquence de toute cette gabegie, le projet a été détourné pour l’essentiel de son objet. Sur les 1 100 logements prévus, seuls 250 sont, jusqu’ici, en cours de construction.
Le Gabonais Lada espère voir les coupables de ces détournement devant la justice pour répondre de leur actes.
