Spécialisée dans la culture et dans la transformation de la canne à sucre au Gabon, la Sucaf Gabon est abandonnée par l'Etat gabonais qui lui est redevable d'une enveloppe de 8 milliards de Fcfa. Conséquence, l’entreprise n’est plus capable d’alimenter le marché local en sucre.
Située dans la province du Haut-Ogooué, au Sud-Est du Gabon, à Ouellé, à proximité des villes de Franceville et Moanda, la Sucaf Gabon est au bord du gouffre. La société est, aujourd’hui, incapable d’approvisionner le marché national en sucre. Au point de créer une situation de pénurie qui a entraîné la flambée du prix de ce produit important pour les ménages sur le marché. Et comme si cela ne suffisait pas, la direction de l’entreprise se terre dans un silence curieux et inexpliqué.
Ce qui n’est pas le cas de la Setrag, la société du transferroviaire accusée d’être en partie responsable de cette crise, a, lors d’un entretien à la presse, déclinée toute responsabilité. « Depuis la reprise du trafic ferroviaire, le 04 mai dernier, toutes les commandes de transport reçues des logisticiens de Franceville à Owendo ont été satisfaites sans exception. Questions : comment la Sucaf en est arrivée là ? qu’est-ce qui explique que cette société ne soit plus capable de faire face à ses engagements ?
Pour avoir un début de réponse, il faut remonter à ce cri d’alarme lancé, en février 2022, par le collectif des agents de la Sucaf. Lors d’une rencontre avec le Vénérable Pierre Moussounda, les représentants des agents avait tiré la sonnette d’alarme, en indiquant l’urgence de l’Etat à payer à l’entreprise la dette de 8 milliards 565 millions de Fcfa. Une dette qui est due au non-respect des engagements pris par l'Etat gabonais, en 1999, lors de la création de la Sucaf Gabon (Sucrerie africaine du Gabon) qui avait fait suite à la privatisation de la Sosuho (Société Sucrière du Haut-Ogouée). Un non-respect des engagements qui fait supporter à la Sucaf au titre des coûts sociaux, une enveloppe annuelle de plus de 565 millions de Fcfa, ce, depuis 1999.
Lors de la signature du protocole d'accord entre l'Etat gabonais et la Sucaf, du point 15 en son paragraphe 15.1, l'Etat gabonais avait proposé de rembourser à la Sucaf toutes les charges sociales qu'elles supporteraient. Mais, 23 ans après, l'Etat gabonais n'a toujours pas honoré à son engagement. Une situation qui pourrait entraîner le licenciement des centaines d’agents et perturber, considérablement, la production. Nous y sommes.
