A en croire les réactions des acteurs économiques, le ministre des Petites et moyennes entreprises, Patricia Djipano- Mouloungui, aurait instruit le président de la Chambre de commerce de tout mettre en œuvre pour l'organisation des élections des délégués à l'assemblée générale de la chambre de commerce du Gabon. Une instruction que Madame le ministre aurait reçu du Premier ministre, Raymond Ndong Sima. C'est à la suite des élections des délégués que les membres du bureau qui présidera la nouvelle chambre de commerce seront élus, rajoutent les mêmes sources.
Seulement, il se trouve que des voix s'élèvent pour dénoncer cette démarche qui est qualifiée d'illégale et de fourbe. D’autant que Jean Baptiste Bikalou, est perçu par de nombreux compatriotes, comme incompétent pour conduire une telle initiative. D'abord parce que son mandat a expiré depuis sept (7) ans, et donc par conséquent, il serait inapproprié que ce soit lui, à qui il est confiée une telle mission.
Ensuite, fustigent les opérateurs économiques, la Chambre de commerce n’est pas sous la tutelle du ministère du Commerce et des PME mais du ministère de l’Economie. Ce, conformément à l'article 17 du décret N 728/PR/MECIT portant réorganisation de la chambre de commerce, d'agriculture, d'industrie, des mines et d'artisanat du Gabon. L'article 53 du même décret précise que c'est le ministre de l'Economie qui est le président de la commission électorale.

Une posture soutenue par le président de la confédération générale des petites et moyennes entreprises et industries, Emmanuel Marcos Zue : « Comment comprendre que Jean Baptiste Bikalou qui sait, pour avoir géré la chambre de commerce pendant 11 ans, que cette institution est sous la tutelle du ministère de l'Economie se permette régulièrement de convoquer des réunions en vue de organisations des élections toutes les fois que des ministres du Commerce et des PME le lui demande ? Il est clair que monsieur Jean Baptiste Bikalou cherche volontaire à tordre le coup à la loi. Je pense que nous sommes donc en droit de d’affirmer que c'est lui qui a orchestré toutes ces contorsions de la loi. »

Nous condamnons ces agissements de madame le ministre et demandons clairement au premier Ministre et au ministre de l'Economie de mettre désormais hors d'état de nuire monsieur Jean Baptiste Bikalou, car il a assez fait. », conclut le président de la CGPMEI
Une solution serait la nomination par le CTRI d'un Président de la Chambre de Commerce de transition qui aurait pour objectif principal la restructuration et l'audite de cette organisation qui soufre des mêmes maux que ceux du reste du pays. Celle ci est trop importante pour le développement des PME/PMI qu'il ne faut pas la laisser dans cet état.
