Concernant la concertation politique
À l’occasion de son discours à la nation du 31 décembre 2022, le Président de la République a annoncé la tenue d’une concertation politique dont l’objectif était de parvenir à l’organisation d’élections apaisées et de mettre un terme au cycle de violences qui ont marqué les scrutins présidentiels précédents. Prévus pour se tenir pendant 10 jours, les travaux de cette concertation n’ont finalement duré que 3 jours, du lundi 20 au mercredi 22 février 2023.
Conscients de l’émoi et du rejet que pouvaient susciter dans l’opinion les propositions qu’ils envisageaient de faire, le Premier ministre Alain-Claude Bilié-By-Nze et sa délégation ont fait adopter en amont des travaux un règlement intérieur de la concertation interdisant notamment aux participants de rendre public le contenu des débats ayant eu cours en séance.
C’est ainsi que le lundi 20 et le mardi 21 février, M. Alain-Claude Bilié-By-Nze et sa délégation ont introduit une proposition visant à modifier le mode de scrutin du Président de la République de façon à ce que ce dernier soit désormais élu au suffrage universel indirect par les députés et les sénateurs sans qu’aucun des participants à la concertation n’en informe les populations.
Pour motiver cette étonnante proposition, M. Bilié-By-Nze et sa délégation ont indiqué la nécessité pour l’Etat de faire des économies budgétaires. La question de l’élection du Président de la République au suffrage universel indirect a occupé les participants à la concertation politique pendant 2 jours. Celle-ci a été farouchement défendue par M. Alain-Claude Bilié-By-Nze qui a organisé pas moins de 5 réunions parallèles et conciliabules pour faire passer cette idée pour laquelle des participants se réclamant de l’opposition politique ont finalement exprimé leur désapprobation.
N’ayant pu obtenir de consensus sur l’élection du Président de la République par les parlementaires, en ligne avec l’allégorie de la fenêtre d’Overton qui consiste à proposer dans un premier temps une idée inacceptable pour faire accepter plus facilement dans un second temps une idée impopulaire dans l’opinion mais jugée plus acceptable, M. Bilié-By-Nze et sa délégation ont proposé le retour du scrutin à un tour pour l’élection du Président de la République entre autres. Cette proposition qui marque un important recul pour le Gabon et qui n’a d’autre but que d’adapter le mode scrutin à la condition physique d’un seul homme a été adoptée. L’annonce sera faite ce jeudi 23 février à la Présidence de la République. Il convient de relever que ceux qui saluaient le retour des élections à deux tours comme une grande avancée démocratique lors du dialogue d’Agondjé en 2017 sont les mêmes qui expliquent en 2023 que le retour du scrutin à un tour est un progrès. Les Gabonais apprécieront.
A ce stade, chaque Gabonais devrait se poser une question. Si l’objectif de la concertation était de parvenir à des élections apaisées, en quoi le retour du scrutin à un tour préservera-t-il le Gabon de lendemains électoraux tumultueux ?
Pour être complet sur les débats à huis clos ayant eu lieu au cours de cette concertation, les Gabonais doivent savoir que pour une plus grande transparence lors des élections au Gabon M. Richard Moulomba Mombo a proposé la biométrisation intégrale du processus électoral allant de l’inscription sur la liste électorale à l’identification biométrique des électeurs dans les bureaux de vote dès cette année. Cette proposition a été rejetée par M. Bilié-By-Nze et sa délégation au motif qu’elle serait trop technique pour être appliquée aux prochaines élections qui sont si proches. On peut donc modifier le mode de scrutin à quelques mois d’une élection majeure mais on ne peut pas sécuriser davantage le processus électoral dont les défaillances engendrent des violences meurtrières en raison de délais trop courts. Quel était l’objectif de cette concertation?
Pour donner le change à une opposition qui n’a finalement obtenu que bien peu de choses lors de cette concertation, le principal de ce que M. Bilié-By-Nze et sa délégation ont bien voulu concéder se résume en ces quelques points :
Pour chacune de ces concessions, on peut se demander en quoi elles favoriseraient la tenue d’élections apaisées au Gabon.
Tous ces points, prévus pour être annoncés ce jeudi à la Présidence de la République ne cachent pas ce qui était le principal objectif de cette concertation : acter le retour du scrutin à un tour pour l’élection du Président de la République en le drapant d’une apparence de consensus de la classe politique afin que le Président de la République n’assume pas seul la responsabilité de ce recul. Tel était le mandat confié au Premier ministre Alain-Claude Bilié-By-Nze.
Pour conclure, rappelons que chaque citoyen Gabonais à une responsabilité vis-à-vis de son pays. La nôtre c’est de le préserver de tout dommage et de tout schéma favorisant l’intérêt particulier de quelques-uns au détriment de l’intérêt collectif.
