L'ARTF fait face à de nombreuses difficultés.
Son arrivée à la tête de l’ARTF a suscité l’espoir. Mais dix mois après la nomination de Prosper Ekomesse Nguema, tout n’est plus que ruine. Retard de salaire, cotisations sociales impayées, personnel démotivé, tension entre dirigeants. L’Artf est au bord du gouffre. Enquête.
Qu’est ce qui milite pour son maintien à la tête de l’Autorité de régulation des transports ferroviaires (ARTF) ? Une chose est sûre ce ne sont pas les performances de Prosper Ekomesse au poste de Secrétaire Exécutif qui explique que cet homme soit encore là. Près de deux mois de retard de salaires, une dette à la Caisse nationale de sécurité sociale (CNSS) qui avoisine les deux milliards de Fcfa, une ardoise à la Caisse nationale d’assurance maladie et de garantie sociale (CNAMGS) de 130 millions de Fcfa, un personnel démotivé et humilié…Le bilan de ce cadre maison est catastrophique à tous les niveaux. Au point que les agents, dans les coulisses, demandent désormais la tête d’un homme qui a fait la démonstration de son insuffisance.
La preuve, dès sa prise de fonction, alors que le Conseil exécutif avait recommandé de sursoir les recrutements dans la boîte afin de maîtriser la masse salariale, Ekomesse va passer outre cette directive et procéder à l’embauche de plusieurs agent avec des niveaux de rémunérations élevés. Conséquence, la masse salariale déjà estimée à l’époque de Karine Cécilia Arissani (ex Secrétaire exécutif de l’Artf) à 90 millions de Fcfa oscille maintenant à 120 millions de Fcfa par mois. Une masse salariale largement au delà de la subvention versée par l’Etat à cette structure qui s’élève à 140 millions de Fcfa l’an soit 36 millions par trimestre.
Onkeya enfonce Ekomesse
Rattrapé par ses propres incuries, Ekomesse espère encore recourir aux fonds du Programme de réhabilitation de la voie ferrée (PRN) pour supporter ces charges. Manque de pot pour lui, le ministre de l’Economie de l’époque, Jean Marie Ogandaga fait annuler le décaissement de près de 80 millions avant de lui demander en plus de justifier les 300 millions de Fcfa décaissés en 2020. Pire, Félix Onkeya, gestionnaire des fonds du PRN sort du bois pour ouvertement dénoncé la gestion d’Ekomesse. Dans l’interview donnée au journal L’Aube en le lundi 30 novembre 2020, Onkeya indique « On ne pas peut comprendre que les problèmes de salaires de l’ARTF soient imputables au président du Comité de suivi de la concession pour la gestion et l’exploitation du chemin de fer Transgabonais que je suis et les membres du gouvernement qui ne sont pas gestionnaires de l’entité (…) S’il y a des problèmes de salaire à l’ARTF, c’est de la responsabilité du Secrétaire exécutif de l’ARTF ».
Et de rajouter : « personne ne peut rester insensible au paiement des salaires. Mais les cabinets des ministres de l’Economie et celui du ministre des Transports ont exigé que l’ARTF produise d’abord un plan d’utilisation des sommes mises à sa disposition en août 2020 et de l’exécution de leur budget de fonctionnement pour comprendre pourquoi ils n’arrivent pas à payer les salaires. C’est donc une question restructuration, de gouvernance et d’équilibre économique qu’il faut régler à l’ARTF. Voici la situation de l’ARTF ». Pas de doutes, pour Félix Onkeya, les agents de la structure n’ont pas de salaires parce que la structure est mal gouvernée.
La double signature pour limiter la casse ?
Le 03 novembre 2020, devant ce qui s’apparente à une gestion calamiteuse, le nouveau président du Conseil régulation, Jérôme Angouo instaure la double signature pour les décaissements de fonds. Inacceptable s’insurgent les proches d’Ekomesse, lesquels estiment que cette mesure est totalement illégale : « Les textes ne prévoient pas que le président du conseil de régulation soit aussi ordonnateur de crédit. Sur la base quel document les structures bancaires ont accordé la signature du compte à ce monsieur. Seul le Secrétaire exécutif est ordonnateur de crédit » s’insurge un membre du cabinet d’Ekomesse.
Les syndicats dans le jeu de manipulation
Alors que l’entité fonce droit dans le mur et qu’une guerre ouverte secoue la direction, les syndicats censés défendre les intérêts des travailleurs sont curieusement aphones. Personne ne monte réellement au créneau pour exiger des explications dans la gestion de la maison. C’est à minima que, le samedi 16 janvier dernier, le Syndicat national des agents de l’ARTF (SNARTF) de Dany Mvouma a daigné demander des éclaircissements sur les cotisations sociales tout en indiquant n’avoir aucun problèmes personnelles avec Ekommesse Nguema. Une posture pour le moins étrange qui laisse pensé à des collusions occultes. La preuve, en décembre 2020, le délégué syndical, Prosper Nguema (à ne pas confondre avec Prosper Ekomesse Nguema) donne une interview dans le journal Le Temps dans laquelle il vole au secours de son « patron ». Mais personne n’est dupe, tout le monde a vite compris que cette sortie médiatique relevait des manipulations visant à éviter le débarquement d’ Ekomesse.
