Sans tabou, ni langue de bois, l’actuel directeur général des douanes veut construire avec les partenaires sociaux une relation emprunte de sincérité. Ce fut tout le sens de la séance de travail que le Colonel Landry Mbondo a eu, le lundi 13 novembre dernier, avec les partenaires sociaux. Dès sa prise de parole l’actuel directeur général des douanes a relevé que cette rencontre s’inscrivait dans le cadre du prolongement des rencontres initiées depuis sa nomination à la tête de cette administration.
Il a, pour ce faire, souligné qu’il souhaite bâtir avec les partenaires sociaux une relation fondée sur trois principes à savoir ; la communication, l’inter activité et la pensée commune. « L’objectif étant de disposer d’un cadre de dialogue permanent », a-t-il fait savoir.
Les partenaires sociaux, tout en remerciant le directeur général pour cette initiative, n’ont pas manqué l’occasion d’exposer au nouveau patron des douanes leurs préoccupations. Lesquelles portent sur « le cadre légal des échanges, les situations administratives, le statut particulier, le retour de la RUSID, le texte sur le Contentieux , le retard sur le paiement de la PPB, les arriérés de primes dues, la construction des postes frontières et la dotation en équipement et moyens roulants. »
Des préoccupations prises en compte par le Colonel Landry Mbondo. Ce dernier, a néanmoins relevé, qu’en ce qui concerne le statut particulier, ce point fera l’objet d’une plénière élargie avec tous les partenaires sociaux pour son adoption interne. Quand aux situations administratives, le directeur général des douanes a informé l’auditoire de ce qu’après une séance de travail avec le ministre de l’Economie, il a été décidé de l’ouverture des formations. Le DG des douanes a indiqué que sa volonté est de prioriser les agents internes dans le processus de formation. Non sans déplorer le fait que plusieurs agents ne se préoccupent pas du suivi de leur carrière mais préfèrent se contenter de la perception des primes.
Tout en se gardant de faire des promesses fallacieuses, le Colonel Landry Mbondo a néanmoins indiqué que plusieurs actions seront posées dans le sens de l’amélioration des conditions de travail et de vie des agents des douanes. Des séances de travail plus approfondies avec les partenaires sociaux vont, de ce fait, avoir lieu.
