Les mauvaises habitudes ont-elles la peau dure ? Comportements rétrogrades, favoritisme et décisions arbitraires, c’est le constat fait par plusieurs opérateurs économiques nationaux. Pour cause, plusieurs d’entre elles affirment avoir été écartées dans le processus de règlement de la dette intérieure de l’Etat au seul motif qu’il s’agirait d’une dette contentieuse.
C’est le cas de ces entreprises : International Business Africa (IBA), dont le montant de la créance s’élève à 7 milliards 778 millions 727 mille 692 FCFA, qui a pour entité débitrice la mairie de Libreville ; International d’études et de services (IES) à qui l’Etat gabonais doit la somme de 5 milliards 977 millions 765 mille 565 FCFA, Antogone dont le montant de créance s’élève à 2 milliards 181 millions 956 mille 692 FCFA dont l’entité débitrice est l’hôtel de ville de Libreville.
Pourtant, après sa prise du pouvoir, le président de la République, Brice Clotaire Oligui Nguema avait donné injonction au ministère de l’Economie de procéder au paiement intégral de la dette intérieure. Sauf que ce processus va connaître quelques remous du fait que certaines entreprises ont purement et simplement été écartées. Une situation qui plombe ces entreprises dont plusieurs d’entre elles ont été contraintes de fermer boutique avec pour conséquence la mise de plusieurs jeunes gabonais au chômage. Une situation que dénonce le porte-parole du collectif des entreprises créancières de l’Etat gabonais (CECEG), Jean Ntoutoume Ngoua.
Dans un entretien accordé à La Cigale Enchantée, le 15 février dernier, l’homme d’affaires indique : « La situation économique difficile vécue par les PME/PMI gabonaises découle, principalement, du non-respect des lois régissant les contrats entre l'Etat, ses différents démembrements (autorités administratives indépendantes, collectivités locales et territoriales) et les opérateurs économiques nationaux. Les autorités politiques ont trop souvent privilégié des considérations subjectives, entendez politiques, régionales ou ethniques, au détriment du strict respect des lois en vigueur. Cette approche a, considérablement, fragilisé nos entreprises nationales et, parfois même, conduit à leur extinction, faute de soutien adéquat. Ainsi, l'avènement du CTRI à la tête de notre pays constitue, à cet égard, un sérieux espoir de renouveau politique, économique et social dans l'intérêt supérieur du Gabon. Ensuite, nous avons accueilli avec beaucoup d'enthousiasme certaines décisions ».
Non sans fustiger le refus de l’Etat gabonais de régler les factures des entreprises, alors que pour beaucoup d’entre elles, les dossiers faisant l’objet de litige avaient déjà été traités par la justice gabonaise. Laquelle, indique le représentant du collectif, avait donné raison à ces entreprises. Une décision de justice qui, de facto, devrait permettre que ces entreprises soient prises en compte, sans que le règlement ne souffre d’aucune contestation. « Cette situation date de plusieurs années. L’Etat ne veut pas nous payer, alors que nous avons fait des prestations qui nous ont coûté de l’argent. Pourquoi tous ces blocages qui font que nous ne soyons pas réglés ? Notre souhait est que nous reprenions nos activités, ce, afin de contribuer activement au fonctionnement de notre économie », a indiqué le président du collectif des entreprises créancières de l’Etat Gabonais.
