C’est ce dernier qui aura la primauté d’établir tous les états de paiement des vacations des enseignements, alors que cette prérogative revient au Directeur des études chargé de la pédagogie.
C’est ainsi que l’on peut constater la mise à exécution d’un flagrant détournement des fonds alloués dans l’état de paiement des vacations des enseignements des semestres 2 et 4 de l’année 2019. Détournement des fonds savamment élaboré par M. Lanchais Mboumba et son chargé d’études et déposé auprès des instances financières (DCAF du MEN et TPE) chargées de la dépense. Dans cet état, ils se sont attribué des montants colossaux (6 millions 273 mille Fcfa pour le DG et 5 millions 460 mille Fcfa pour le CE), alors qu’ils n’ont jamais été dans une salle de classe pour dispenser un cours. Ce n’est pas tout, dans cet état de paiement, M. Lanchais Mboumba s’est attribué le grade de Maitre-Assistant (cf. document) pour justifier le montant susmentionné, alors qu’il est Ingénieur en génie civil.
Pensant que son retour à l’ITO devait stopper son appétit pantagruélique des espèces sonnantes et trébuchantes, M. Lanchais Mboumba vient de montrer à nouveau son ambition devenir riche, en détournant l’argent du contribuable au su et vu de tous sans être inquiété. Dans l’état de paiement des vacations des semestres 1,2, 3 et 4 de l’année académique 2021-2022, payées en début de ce mois de septembre, détenu par la Direction centrale des affaires financières du ministère de l’Education nationale, l’on retrouve le nom de son acolyte M. Jean-Pierre Babika avec un gros montant, alors que ce dernier est en service à l’Institut Universitaire des Sciences de l’Organisation (IUSO) depuis 2020, en qualité de Gestionnaire. Comment alors expliquer la perception des vacations des enseignements par ce dernier, sachant qu’il ne dispense aucun cours et ne fait même pas partie des effectifs du personnel de l’ITO ?
Au regard de telles malversations qui sont dénoncées, constamment, par les enseignants et certains personnels de l’ITO, pourquoi la ministre de l’Education nationale ne prend-elle pas ses responsabilités aux fins de rétablir de l’ordre dans cet établissement ? Ce mutisme de la tutelle pourrait, vraisemblablement, amener les observateurs à croire que les actes répréhensibles décriés et posés par M. Lanchais Mboumba sont approuvés par l’autorité qui l’a reconduit au poste de Directeur général. D’où il est impérieux qu’une information judiciaire soit ouverte par le Procureur de la République pour stopper ce capharnaüm.
