La Sogatra, bientôt le dépôt de bilan.
Le personnel de la Sogatra, qui est en grève et exige le paiement de dix mois de salaire et des primes de Covid-19, pourrait s’attendre à autre chose. Selon le ministre des Transports, Brice Constant Paillat, au regard de la configuration économique actuelle de la Sogatra, sa liquidation est envisageable.
Brice Constant Paillat a lâché le mot, la semaine dernière, lors de son passage à l’émission Face à Vous. Le patron des Transports envisage cette éventualité eu égard aux multiples difficultés dont fait face cette entreprise. Plus d’un milliard de Fcfa de dettes aux fournisseurs et 22 milliards de Fcfa de dettes de cotisations sociales CNSS et Cnamgs cumulées. Au regard de la situation catastrophique de l’entreprise, « il faut envisager sa liquidation », a déclaré Brice Constant Paillat.

Pire, un audit diligenté récemment par la Direction générale a révélé de graves carences dans les procédures de recrutement. Le rapport de l’audit met, en outre, en lumière, le non-respect du plan de carrière, l’absence des avancements et des reclassements. Chose curieuse, 71 agents ont été reclassés, bien que ne répondant pas aux critères. Une supercherie qui coûte énormément à l’entreprise, en matière de financement, soit une dépense annuelle de 315 millions de Fcfa.
Pour sortir la Sogatra de cette gouvernance, l’audit recommandait l’annulation de certaines directions et les transformer en service. C’est le cas de la Direction de la sécurité. L’audit recommandait également de mettre fin à certains contrats de CDD et remettre à jour le système de paie et l’organisation d’un Conseil d’administration qui devrait aboutir à l’élaboration d’un nouvel organigramme. Mais curieusement, alors que le rapport d’audit donne des pistes de sortie de crise, la Direction de l’entreprise et le gouvernement à travers le ministre des Transports trainent les pieds dans la mise en exécution de ces recommandations.
Trans-urb : mêmes missions et même terrain d’exploitation
Preuve qu’il n’y a aucune volonté de la part du gouvernement de sortir cette société publique du coma dans lequel elle est plongée, l’Exécutif a lancé Trans-Urb, qui n’est autre qu’une société de transport public ayant les mêmes missions et le même terrain d’exploitation que la Sogatra. Alors que l’argent investi pour le lancement de cette société aurait pu permettre une recapitalisation de la Sogatra.
