Les étudiants lors de la visite des installations de la Setrag.
La direction des achats de la société d’exploitation du Transgabonais a reçu le 23 mai 2023 la visite des étudiants de l’Ecole de Management du Gabon venus s’imprégner de ses usages et pratiques.
Une immersion nécessaire pour ces étudiants de 3è année de la section Logistique et Transport, et Douane-Transit venus au contact des réalités de leur future vie active. Accueillis par le Chef de Division Hugues Hamed Bouka les visiteurs du jour ont eu droit à toutes les explications nécessaires liées à l’activité des achats au sein de la Setrag.
Mais avant tout, les hôtes de la Setrag ont eu droit à une séance d’induction sécurité obligatoire à tous visiteurs. La vingtaine d’étudiants qui était accompagnés de leur enseignant ont reçu les consignes de sécurité et ont revêtu des équipements de protection individuelle (EPI) sans lesquels aucun mouvement n’est autorisé au sein de l’entreprise.
Pour le chef de division Hugues Hamed Bouka, la direction des achats est l’interface entre les fournisseurs et les différents services de l’entreprise qui dispose de 7 magasins dont 4 à Owendo,1 à Booué et 2 à Moanda et Franceville. La direction des achats traite de toutes les factures signées par le directeur général ne dépassant pas le montant 80 000 000 de Francs CFA et dont les délais de paiement sont de 45 jours après réception des matériels. Pour les fournisseurs extérieurs qui souvent exigent une avance, ces délais peuvent être longs.
A ses hôtes, il a défini le service des achats comme celui chargé de procurer les matières premières et composants nécessaires à la production. Ces composants doivent être livrés dans les délais, tout en étant conformes en qualité, en quantité au cahier de charge, c’est-à-dire aux besoins de l’entreprise. Le management des achats porte sur les activités de mise en relation des centrales d’achats, des grossistes, des importateurs avec des fabricants locaux ou étrangers afin de trouver des produits au meilleur prix, la négociation et la sélection stratégique des biens et services qui sont habituellement important pour l’entreprise. Les approvisionnements sont quant à eux le processus par lequel les biens et les services sont commandés.
A la question de savoir qu’elle est le rôle du responsable des achats et de ses tâches, le chef de division a précisé qu’il se charge de toutes celles qui impliquent l’action d’acheter. En d’autres termes, il va s’acquérir les matières premières, les outils et les prestations nécessaires à l’activité de production de l’entreprise.
Quant aux tâches accomplies par la fonction approvisionnement et achats, une fois le plan d’approvisionnement est mis en place, le responsable (la direction) achats et approvisionnements assure la gestion et l’optimisation des flux et stocks de matières premières et veille à la réception de toutes les commandes et à les valider.
Au terme de la visite de l’entrepôt, l’élève en Licence 3 Transit-Douane Berth Malysia Eyang Nzughe dira son plaisir ainsi que celui de ses collègues pour la visite, laquelle conforte tout ce qu’ils ont appris en classe. « Une expérience enrichissante dès lors qu’elle apporte un plus dans tout ce que nous avons emmagasiné en classe », conclura-t-elle. Son enseignant, Thomas Ndong Nzé affirmera que cette visite d’étude était nécessaire parce qu’elle « permettra à mes élèves d’illustrer tous ceux qu’ils ont appris ». Hugues Hamed Bouka, chef de division aux Achats qui a guidé la visite des élèves dira que cette rencontre a permis de discuter de la chaine d’Approvisionnement et différentes opérations au sein des magasins Setrag. » J’ai expliqué aux étudiants comment Setrag entreprend ses achats, comment les bons de commande sont émis »,a-t-il conclu.
