Le lundi 21 septembre dernier, le ministre des Sports, Franck Nguema et le Directeur général de l’Office national de développement du sport et de la culture (ONDSC) Joannick Ngomo Obiang ont inauguré en grande pompe les terrains omnisports construits au Pk7.
Une infrastructure moderne constituée d’un terrain de football, de basketball et de tennis. L’ouvrage de grande qualité a, comme il fallait s’y attendre, ravi le ministre des Sports qui a tenu aux micros de la presse à souligner l’importance de l’édifice pour l’épanouissement des jeunes : « c’est un édifice de haut niveau sur lequel les jeunes pourront s’adonner à leurs activités sportives en toute sécurité et sérénité ». Voilà pour les faits.
Sauf que les heures de réjouissance passées, dans l’opinion publique, va très vite se poser la question des conditions de sécurité pour les sportifs et les automobilistes puisque l’infrastructure a été construite à quelques mètres de la nationale 1. Une voie accidentogène, sur laquelle les automobilistes ne roulent pas à moins de 50 km/h. C’est le sens de la critique d’un spécialiste QHSE : « si l'idée en elle-même est tout à fait louable et à encourager, la question que je me pose en tant que QHSSE c'est celle de savoir pourquoi avoir construit cette structure si près d'une zone aussi accidentogène?
L'entreprise qui a exécuté ces travaux n'avait pas d'ingénieurs HSE pour leur déconseiller cet emplacement ou du moins cette configuration s'il est avéré que c'était le seul terrain disponible pour réaliser un tel projet ? Rien qu'en regardant ces images un Junior HSE débutant relèverait un bon nombre de non-conformités !!! Les populations ont-elles été associées à ce projet ? Ou encore, une fois de plus, quelqu'un s'est levé un matin pour décréter ce qui est bon pour les gens et a fait sa chose vaille que vaille ? Autant de questions qui demeurent sans réponse.
Mais il ne fallait pas être un clerc pour comprendre que le choix du lieu obéit surtout à des considérations politiques. Les « PK » sont considérés comme des quartiers essentiellement « chauds » où règnent des foyers de contestation contre le pouvoir en place. En 2016, les jeunes de ces quartiers n’avaient pas hésité à descendre dans les rues pour contester ouvertement la réélection d’Ali Bongo. Une jeunesse qu’il faut donc séduire avant 2023.
