Le ministre des Transports lors de sa visite sur le chantier.
Le chantier initialement prévu pour être livré en juin 2023, puis en janvier 2024, accuse des retards dus à certaines contingences d’ordres administratives et logistiques.
Les attentes portées par le gouvernement sur le chantier de construction de la voie de contournement de l’aéroport ne sont plus à démontrer. Elles ont été mises en évidence une fois de plus, ce mardi 3 octobre 2023. C’était à la faveur d’une visite inopinée du ministre des Transports, Loïc Moudouma Ndinga sur ce chantier, afin de s’enquérir de l’état d’avancement des travaux.
Face au retard de livraison qu’accuse ce chantier, et certaines incongruités observées, le membre du gouvernement n’a pas caché sa lassitude. A leur décharge, les techniciens d’ARISE et de l’entreprise indienne Afcons, adjudicataire du marché ont mis en exergue, certaines contraintes administratives, logistiques et techniques qui obèrent l’évolution optimale des travaux.
« Nous avons dans un premier temps, présenté le projet de la voie de contournement au ministre des Transports. Ensuite, le niveau d’avancement des travaux. Nous lui avons également présenté les points bloquants qui, aujourd’hui occasionnent le ralentissent des travaux. Il s’agit entre autres, des difficultés liées notamment à l’approvisionnement des agrégats et autres types de matériaux de construction. Qu’à cela ne tienne, nous sommes à ce jour, à un peu plus de 60% de réalisations des travaux », a indiqué Assengone Pierra, responsable environnement social et gouvernance.
Il convient enfin de noter les deux parties se sont accordées pour une livraison du chantier au mois de décembre 2023. Et pour ce faire, le ministre des Transports s’est engagé à accompagner les maîtres d’œuvre pour la livraison du chantier dans ces délais. Ce, d’autant que l’objectif majeur du gouvernement pour ce chantier est de désengorger la zone d’Akanda, régulièrement en proie à des embouteillages monstres aux heures de pointe.
Pour rappel, la voie de contournement de l’aéroport de Libreville menant à la commune d’Akanda, consiste en la construction par endroits de 2×3 voies et 3×2 voies sur environ 4,5 km. Le chantier est exécuté par la société indienne Afcons dans le cadre d’un partenariat public-privé entre l’État gabonais et la GSEZ Airport, concessionnaire de l’aéroport international Léon Mba. Il devrait permettre de désengorger le Nord de Libreville pour assurer une plus grande fluidité du trafic routier.
