Depuis le 30 août 2023, suite au coup d‘Etat qualifié de « Coup de la libération ou de la liberté », le Gabon s’est vu infliger des sanctions par diverses organisations dont la Communauté économique des Etats de l’Afrique centrale (CEEAC). Laquelle organisation a, d’ailleurs maintenu, le 15 décembre dernier, l’exclusion du pays de ses activités jusqu’au retour à un ordre constitutionnel. Un maintien qui a outré le Gabon entrainant le pays dans une mini crise avec l’Angola.
L’exclusion du Gabon avait été prononcée dans la foulée du renversement, sans effusion de sang, d’Ali Bongo. En dépit, de cette condamnation, l’action posée par le Comité pour la Transition et la Restauration des Institutions (CTRI) avec à sa tête le Général Brice Clotaire Oligui Nguema a été bien accueilli voir a été acceptée par les dirigeants des pays membres de la CEEAC. Sauf l’Angola pour le moment.
Le Gabon où le calme et la paix règnent a visiblement hâte de reprendre pleinement sa place sur la scène diplomatique internationale par une levée rapide des sanctions prononcées ça et là au lendemain de l’action des militaires.
Malheureusement, lors de la conférence des chefs d’Etat et de gouvernement qui s’est tenue à Djibloho en Guinée Equatoriale, le 15 décembre dernier, le Gabon a comme essuyé un revers. Ses voisins les plus proches ont maintenu la suspension du pays des activités de la Communauté.
Le radicalisme de Luanda
L’Angola a imposé son « veto ». L’une des raisons évoquées justifiant le radicalisme du président angolais Joao Lourenço, malgré le caractère exceptionnel du coup d’état et le caractère inclusif de la transition au Gabon, serait son attachement à une application stricte des textes de la communauté et par ricochet les valeurs pour une paix durable en Afrique. Tolérance zéro pour le terrorisme, les coups d’état et les guerres interethniques, interreligieuses dans et entre pays voisins : c’est la philosophie, le leitmotiv de Lourenço dont le pays est sorti en 2002 d’une longue guerre fratricide qui a ravagé et retardé le développement de son pays.
Tirant les leçons de ce douloureux passé, l’Angola consacre d’énormes efforts pour la construction de la paix sur le continent africain. Des efforts qui lui ont valu la reconnaissance spéciale de l’Union Africaine. Le Président Angolais a ainsi été désigné « Champion de l’Union Africaine pour la paix et la réconciliation ».
Le désappointement du Gabon
Pour sa part, le général Brice Clotaire Oligui Nguema est auréolé du statut de « libérateur ». Le « sauveur » d’un peuple en danger et d’un pays conduit à la dérive par des profito-situationnistes ayant surfé sur l’état de santé dégradé du président Ali Bongo pour se servir et non servir la patrie.
L’ombre des violences post-électorales de 2016 planait sur le pays. En version plus orageuse. Les gabonais retenaient non seulement leur souffle mais avaient massivement migré vers les villages pour espérer être épargnés par l’apocalypse. Le général Brice Clotaire Oligui Nguema changé le cours de l’histoire. Radicalement. D’où la liesse populaire d’un peuple qui 3 mois après reste fanatique et admirateur de son « sauveur ».
Dans ce contexte, peut-être, trop habitué à obtenir ce qu’il désire et encore dans l’euphorie du « coup de la liberté », le peuple Gabonais semble prendre le maintien des sanctions par la CEEAC comme une exclusion punitive. Je serai d’avis avec ceux qui pensent que ce sont certes des sanctions de principes, mais, à contrario, ces sanctions doivent aussi être acceptées comme une boussole qui pourrait guider le Gabon vers un avenir meilleur.
Au même titre que le président déchu a probablement « accepté » son exclusion de la tête du Gabon, le peuple Gabonais devrait peut-être voir d’un bon œil la suspension provisoire de son pays de la CEEAC, puisque l’organisation régionale a maintenu son siège à Libreville.
Dialogue et désescalade
Cette suspension provisoire, devrait permettre au Gabon de revoir et d’améliorer ses outils de gouvernance, ses institutions etc… afin de revenir à la normale à la fin de la transition.
Toutefois, le maintien des sanctions ne peut empêcher le dialogue. Ces sanctions ne sont, à mon avis, qu’une façon de marquer une pause dans le cheminement du Gabon vers la félicité.
Aussi salutaires soient-ils, le peuple Gabonais souhaiterait-il que les pays de la sous région encouragent les coups d’état ou changements anticonstitutionnels ? Il faut donc une désescalade entre Libreville et Luanda. Bannir le discours de haine. Semer l’amour et non la violence et se souvenir que l’Angola et le Gabon appartiennent à la même communauté de destin : la CEEAC et l’Union africaine.
En tant que Bantu, Femme leader, Femme de médiation et de paix, j’appelle de tous mes vœux à un rapprochement entre le président de l’Angola et le président de la transition du Gabon. Ceci pourrait se faire par des mécanismes appropriés et/ou habituels tels que des consultations, d’envoi des émissaires interposés…
