Les populations et les ONG mobilisés contre ce projet.
Les populations de la petite ville côtière, soutenues par les ONG locales et internationales, se mobilisent, ces dernières semaines, pour empêcher la mise en œuvre du projet « Grande Mayumba ». Un projet qui consacre la cession de 631 mille hectares de son territoire et une zone marine de 260 mille 900 hectares à la société African Conservation Développement Group (ACDG).

Le 06 novembre dernier, alors qu’Ali Bongo Ondimba et Lee White prennent part au sommet sur le climat, en Arabie Saoudite, dans la ville côtière, située au Sud du Gabon, dans la province de la Nyanga, les populations sont appelées à la mobilisation par les ONG locales « Nyanga Tour », « Muyissi Environnement » en plus de l’ONG Internationale « Womin ». Objectif, dénoncer la mise en place d’un projet d’envergure, dénommé « Grande Mayumba ».
Lors de la déclaration lue sur la place de l’indépendance, les ONG et les populations rappellent que les changements climatiques ne doivent pas être une occasion « pour nos gouvernants de vendre le continent. Les activités anthropiques des communautés autochtones et locales ne sont pas la première cause des changements climatiques ».
Braderie des terres au profit des sociétés étrangères
Mais au-delà des préoccupations portant sur les restrictions des activités des populations, les ONG sont surtout inquiètes de la braderie des terres au profit des sociétés étrangères. Si le gouvernement ne daigne pas, officiellement, communiquer sur le contour de ce projet, le collectif des populations et les ONG locales révèlent que le projet « Grande Mayumba » consistera, dans le cadre d'un partenariat public-privé pour le gouvernement gabonais, à céder 631 mille hectares de son territoire et une zone marine de 260 mille 900 hectares à la société African Conservation Développement Group (ACDG) sans avoir, au préalable, consulté les communautés locales.
La Société sud-africaine, SFM Africa, basée à Johannesburg, a, pour la mise en œuvre de ce projet signé avec l’Etat gabonais, un accord créant Grande Mayumba Development Company (GMDC). S'exprimant lors de la cérémonie de signature de l’accord de convention portuaire, en mars 2019, Alan Bernstein, Président de SFM Africa, déclarait que « les ressources naturelles du Gabon sont de classe mondiale et la Grande Mayumba mettra l'homme et la nature au cœur du développement ». Avant de rajouter qu’« avec tous les droits fonciers, les permis et les licences réglementaires en place et un partenariat solide avec la République gabonaise, nous avons maintenant une base solide et une feuille de route claire pour développer le projet ».
Populations spoliées et davantage paupérisées
Ce qu’Alan Bernstein ne dit pas, c’est que ce projet contraint les populations de Mayumba à de nombreuses restrictions : interdiction et limitation d'accès aux forêts, interdiction de pratiquer la chasse, la pêche, interdiction de pratiquer l'agriculture sur brûlis…
Pire, s’inquiète un responsable d’ONG, près de 34 % de la superficie totale de la province de la Nyanga seront délaissés aux mains des privés. Les peurs sont d’autant plus grandes que l’expérience de la création des parcs nationaux dans l’ensemble du pays a démontré que les populations autochtones ne profitent pas des retombées économiques liées à la mise en place de ces espaces. Bien au contraire, les plantations sont saccagées par les populations d’éléphants, le chômage s’étend et s’installe, de manière permanente, de même le conflit homme/faune prend de l’ampleur. A ce jour, le gouvernement gabonais est incapable de prendre des dispositions sérieuses, pour freiner l’intrusion des pachydermes dans les zones habitées.
Le manifeste pour la vérité
Mais encore dans le manifeste lu, le 05 novembre dernier, les ONG et les représentants des populations vont rappeler à l’opinion publique qu’outre l’opacité autour de ce projet, celui-ci n’a jamais fait l’objet d’une consultation publique. Plus grave, Alan Bernstein, Président de SFM Africa, serait détenteur de plusieurs comptes dans des paradis fiscaux. Et qu’enfin, la superficie, accordée à ce projet, est énorme et entraîne, de fait, les populations de Mayumba dans une sorte d’insécurité foncière.
Conséquence, les populations exigent la suspension pure et simple du projet Grande Mayumba, l’abrogation du décret portant création du parc de l’embouchure de la Banio, l’engagement des travaux de construction des digues pour lutter contre l’avancée du niveau de la mer, une évaluation de la population d’éléphants et la création d’un fonds provincial d’indemnisation des victimes de la faune sauvage.
