En première ligne dans la commercialisation et la validation des paris au PMUG, les délégués de cette entreprise de loteries travaillent et vivent dans des conditions indécentes. Salaires de misère, absence de contrat d’embauche, de CNSS ou de CNAMGS, les délégués décrivent, dans cette investigation, leur quotidien dans une entreprise qui engrage pourtant d’énormes bénéfices.

Célibataire et père de deux enfants, Paulin est un jeune Gabonais de 36 ans. Le trentenaire exerce, depuis dix (10) ans déjà, au Paris mutuel urbain gabonais (PMUG), en qualité de délégué. Dépourvu d'un contrat d'engagement, malgré le nombre d'années passées dans cette entreprise, le père de famille a toujours du mal à joindre les deux bouts. La situation sociale et professionnelle de Paulin est restée la même en dépit de toutes ces années dans l’entreprise qui fait, chaque jour, des heureux à travers les jeux de paris.
Comme lui, beaucoup d’autres Gabonais et ressortissants étrangers vivent dans cette précarité. La société dirigée par le Corse, Michel Tomi, n’est pas, en vérité, très respectueuse des droits et exigeances du personnel. Elle semble davantage préoccupée par son chiffre d’affaires, commente, avec dépit, un employé affecté à la grande agence du Centre-ville. Il n’en dira pas plus, ici, étant donné que dans la principale agence du pays les murs ont des oreilles ; en sus, le moindre soupçon de trahison est sanctionné par une direction peu à l’aise devant la presse.
Boîtes de sardines ou kiosques
Le visage sombre, le regard rivé vers le ciel, Paulin ne rêve d’ailleurs pas de voir ses conditions de travail et sa rémunération changer un jour. A l'intérieur de son kiosque exigu, ce dernier s'ouvre à la rédaction de La Cigale Enchantée. Comme nombre de ses collègues, Paulin intègre les rangs du PMUG pour en être un des délégués, en 2011. Cette décision est motivée par sa volonté de donner à sa famille le confort nécessaire. « C'etais difficile pour moi de me retrouver dans un kiosque exigu en train de remplir les carnets. Mais je n'avais pas d'autre choix », raconte-t-il.
Plusieurs mois passent, Paulin finit par maîtriser les rouages de son nouvel emploi. Il travaille six (6) jours sur sept (7). « A l'époque, nous avions des carnets qu'il fallait remplir. Et c'était épouvantable. Je faisais d'énormes recettes que j'allais verser à la fin de la journée à la direction de l'entreprise. Il y a des jours où je faisais des recettes de 800 mille Fcfa ». Sauf que toutes ces grosses recettes, quotidiennement versées à la direction de l'entreprise, sont à des années-lumière des émoluments reçus par chaque délégué chaque fin de mois.
Les salaires varient entre 80 et 150 mille Fcfa
« Nous, au PMUG, sommes payés sur la base de nos recettes. Les salaires varient entre 80, 100 ou 150 mille Fcfa par mois. Il est difficile, voire impossible que j'atteigne 200 mille Fcfa », se désole notre interlocuteur. Avant d’ajouter : « Nous ne sommes pas traités comme il faut ! ».
Conditions de travail précaires
Les conditions de travail sont décriées par tous ceux qui, par le passé, ont travaillé au PMUG, ou qui y travaillent encore. « Nous travaillons dans des boxes étroites. Quand il pleut, à défaut d'aller s'abriter ailleurs, on se mouille. C'est presque pareil, lorsqu'il y a assez de soleil. On sort où on se fait griller par la chaleur », souligne Marie, une déléguée de nationalité gabonaise. Mais c’est loin d’être le pire. Les boxes, placés au bord des chaussées, exposent, tous les jours, chaque salarié à différents risques tels que les accidents de la circulation.
Les délégués : de simples prestataires
Le travail acharné, les nombreuses années passées dans la boîte, les risques encourus… n’ont pourtant pas amené la direction de la société à reconsidérer le statut des délégués. Ceux-ci sont considérés comme de simples prestataires. Rien de plus. Paulin et ses collègues n’ont donc pas la possibilité de signer un contrat à durée indeterminée (CDI). La direction du PMUG, qui profite sans remords de cette détresse, vend, à chaque délégué, le rêve d’être embauché. Surtout aux plus perfomants. Mais très souvent, cette promesse reste vaine. Conséquence de leur statut d’éternel délégué, Paulin, Marie et leurs collègues ne sont pas immatriculés à la Caisse nationale de maladie et de garantie sociale (CNAMGS) encore moins à la Caisse nationale de sécurité sociale (CNSS). « Je travaille là sans couverture sociale. A la CNAMGS, je suis enregistré en tant qu'économiquement faible », explique Marie. « J'ai travaillé pendant dix (10) ans, et je n'ai eu droit à aucun plan de carrière. Je loue un petit studio en planches de 70 mille Fcfa. Ce qui me reste ne me sert qu'à payer le taxi et la nourriture. J'ai du mal à envoyer mes enfants à l'école. Avec ce genre de salaire, j'ai mis de côté l'idée d'acheter un terrain, afin de construire une maison. Je n'ai pas d'autre choix, vu que le pays ne me propose rien d'autre », argumente Paulin.
Une entreprise florissante
Pourtant, c’est en grande partie sur la souffrance de ces délégués que Michel Tomi, l’homme d’affaires corse, a construit son immense fortune. Une richesse qui fait de cet homme un personnage aussi influent que craint par de nombreux pouvoirs africains. « Les relations de Michel Tomi avec ses amis dirigeants d'Etats d'Afrique de l'Ouest (et Centrale Ndlr) ont aussi été passées au crible. Le schéma est partout identique : il les couvre de cadeaux, et, en retour, il obtient de nombreux marchés… », révélait, dans une investigation publiée en janvier 2018, Le Journal Du Dimanche. Des liaisons obscures avec les pouvoirs africains qui expliquent, sans aucun doute, l’impunité dont jouit le PMU dans ses Etats d’Afrique noire. « Les plus hautes autorités de l'Etat l'appellent "patron" et exécutent ses demandes comme si c'était des ordres. De quoi démontrer, à leurs yeux, un "pacte de corruption" », poursuit le média français.
