Le Pr Nganga Kouya accusé de s'opposer à la prise de fonctions de la nouvelle équipe.
Plus rien ne va au sein de l’Ecole doctorale des grandes écoles (EDGE). L’établissement créé en février 2016 ayant pour objet d’organiser des cycles de formation doctorale en sciences des Techniques, industriels, des bois, de l’Education…est englué dans un bicéphalisme qui plombe désormais son fonctionnement. Au point qu’apprenants, enseignants et membres de l’administration ne savent plus à qui se référer pour régler les affaires courantes.
Tout est parti de la nomination, le 14 février 2020, par l’arrêté n° 003/MESRSTI, d’une nouvelle équipe à la tête de l’établissement. L’équipe composée du Pr Véronique Solange Okome Beka (Directrice générale), du Dr Hugues Martial Omanda et du Pr Prospère Edou Engonga est mise en place pour une durée de trois ans, selon les termes de l’arrêté. Logiquement la nouvelle équipe remplace celle conduite par le Pr Donatien Nganga-Kouya (directeur général sortant).
Sauf qu’aussi incroyable que cela puisse paraître, l’équipe sortante va ouvertement refuser de céder la place en boycottant l’ensemble des cérémonies de passation de charges organisées à cet effet. « Après ces nominations, à deux reprises, j’ai été invitée dans les locaux du ministère dont vous avez la charge, aux fins de prendre part à la cérémonie de mon installation, malheureusement celle-ci n’a jamais pu se faire, car l’équipe sortante n’a jamais déféré à l’invitation » indique la nouvelle directrice générale, dans son courrier envoyé le 29 juillet dernier, au ministre de l’Enseignement supérieur, Patrick Mouguiama Daouda.
Dans le même courrier, le Pr Véronique Solange Okome Beka, indique que les directeurs généraux de l’ENS et de l’ENSET ont fait part de leur opposition à ladite nomination. Estimant que la nomination de la nouvelle équipe va à l’encontre du règlement intérieur de l’Ecole doctorale. Cette nomination, estiment les contestataires, doit se faire en conseil des ministres sur proposition du conseil scientifique pédagogique.
Un argument battu en brèche par le Pr Véronique Solange Okome Beka dans son courrier envoyé au ministre. Cette dernière relève plutôt que l’article 10 de l’arrêté fondateur, n°00182/MESRS du 02 février 2016, stipule que le ministre de l’Enseignement supérieur nomme le directeur de l’Ecole doctorale qui « doit être un enseignant chercheur, professeur titulaire. »

Dans le même courrier Véronique Solange Okome Beka ne va pas de main morte pour dénoncer l’imposture de Donatien Nganga-Kouya : « (…) le directeur général sortant est un maître de conférence et non un professeur titulaire. De surcroît, il n’a jamais été nommé ni par un arrêté ministériel, ni par un décret présidentiel. Il a été tout simplement désigné par décision des directeurs généraux des trois grandes écoles : ENSET, ENS, ENEF. » Et de rajouter : « la résistance de ces trois directeurs généraux à exécuter une décision ministérielle, illustre l’insubordination dont ils font preuve depuis le 14 février date de la signature dudit arrêté ministériel ». Et de s’interroger : « Dans la hiérarchie des textes, un règlement intérieur peut-il être supérieur à un arrêté ministériel ? »
Piqué au vif par cette missive, Dadouda Mouguiama va instruire le Secrétaire général du ministère de l’Enseignement supérieur, le Pr Frédéric Mambenga Ylagou à trouver une solution à ce capharnaüm. Le mercredi 19 août dernier, le SG convoque en urgence une réunion. Laquelle réunion, d’après des sources proches du dossier, aurait été favorable à la direction sortante. Frédéric Mambenga Ylagou aurait pris fait et cause pour Donatien Nganga-Kouya et les siens. Mais la guerre est loin d’être terminée.
