Libreville, nous sommes le 15 juillet 2020. Comme c’est désormais le cas depuis plusieurs mois, Serge, gabonais âgé de 31 ans, porte sur son dos un immense ballot d’habit. Il est 16 heures passées, dans quelques heures la nuit va tomber, c’est le moment idéal pour lui de liquider au maximum sa marchandise sur le trottoir de l’échangeur de Nzeng-Ayong. Le moment approprié pour ne pas avoir à subir les tracasseries des agents de l’hôtel de ville. « Généralement à cette heure de la journée, ils ne reviennent plus. Comme lui, beaucoup d’autres gabonais et ressortissants étrangers s’installent tout au long du trottoir. Au grand bonheur des piétons qui en profitent pour faire leurs courses. Les prix se discutent, se négocient, rien n’est arrêté. « Ce n’est pas la pharmacie » lance un jeune vendeur. Allusion faite, aux prix des médicaments qui sont non-négociables dans les espaces pharmaceutiques.
Ici, comme à d’autres échangeurs ( IAI, Awendjé, Les Charbonnages…), les jeunes ont opté pour la débroullardise. Ils reprochent aux pouvoirs publics de tout casser, de tout fermer et de ne pas construire des espaces commerciaux : « C'est notre gagne-pain. Nous vendions à la Gare-routière, ils nous ont chassé sans nous trouver un autre endroit pour vendre nos produits. Comment s'occuper de nos familles si on ne se débrouille pas ? » , interroge un jeune.
Ce qui n’est pas de l’avis de la mairie centrale qui n’a cessé d’accuser ces commerçants ambulants d’entretenir l’anarchie sur le domaine public. Quoique les différentes interventions musclées des équipes municipales n’ont toujours pas dissuadé les commerçants, lesquels préfèrent le bras de fer avec la mairie qu’à la pauvreté du chômage.
