Une institution dissoute à la suite du coup d’Etat perpétré par les militaires le 30 août dernier, des bureaux saccagés, un président qui a disparu des écrans radars et des agents en difficulté qui réclament leurs indemnités et le paiement de la prime de la nuit électorale, voilà le décor du Centre gabonais des élections près de trois mois après sa dissolution par le Comité pour la Transition et la Restauration des Institutions.
Où est passé Michel Stéphane Bonda, l’ex-président du Centre gabonais des élections ? Il a disparu des écrans radars depuis la dissolution du CGE. Pour certains, il avait été, copieusement, bastonné par l’armée, à la suite de la déclaration des résultats de la dernière présidentielle qui donnaient Ali Bongo Ondimba vainqueur.
Sauf que deux mois après la dissolution du Centre gabonais des élections, les agents sont montés au créneau pour fustiger le non-paiement de cinq mois d’indemnités et de la prime de la nuit électorale. Si les agents ne réclament pas le rétablissement du Centre gabonais des élections, ils ont fait savoir qu’ils étaient en attente de cette manne importante pour assurer leur quotidien. Il faut rappeler qu’à la suite de la dissolution du CGE, beaucoup d’entre eux sont au chômage. Ils tirent donc le dialogue par la queue. « Le Bureau du CGE dissous est redevable de près de cinq mois d’indemnités impayées à l’ensemble du personnel et plusieurs primes, à l’instar de celle de la nuit électorale dont le montant est connu du Bureau du CGE et la prime de fin de mission. Nous désirons, nous aussi, à l’instar des membres du Bureau et de l’Assemblée plénière, rentrer dans nos fonds », ont-ils fait savoir au président du CTRI.
Désormais, responsables du pays, les agents, face à une telle situation, assurent avoir déjà alerté les autorités de la Transition. Mais sans succès. D’où cette lettre ouverte adressée au président de la Transition, le Général de Brigade Brice Clotaire Oligui Nguema.
A côté de ces primes impayées, les agents de l’ex-CGE dénoncent les disparités dans le traitement des agents : « Nous constatons des inégalités dans le traitement des catégories du CGE dissous. Les unes bénéficient d’un traitement hors pair et d’autres sont portées aux responsabilités. Qu’avons-nous commis de si grave pour mériter ce châtiment ? », s’interroge le collectif.
« Nous en appelons à votre magnanimité, afin de trouver une solution. C’est pourquoi nous sollicitons, très respectueusement, votre intervention, afin de trouver un moyen commode en vue d’une issue heureuse à cette situation », ont-ils écrit au président de la Transition.
