Les travaux inachevés de la route Sogatol-Bâti Plus.
C’est un scandale qui, dans un pays sérieux, aurait valu à cette entreprise des poursuites judiciaires en plus d’être rayée des entreprises susceptibles de recevoir un marché public. Mais nous sommes au Gabon, pays de toutes les impunités et des laisser-aller. C’est ce qui explique qu’en dépit des graves malversations financières constatées par la Task-force sur la dette extérieure sur le chantier du bassin-versant de Terre Nouvelle, la société Sobea-Satom n’est toujours pas inquiétée. Du fait de surfacturations à hauteur de plusieurs millions de Fcfa, le chantier est, à ce jour, à l’arrêt.
A l’époque, la taskforce dans une correspondance avait demandé aux responsables de l’entreprise Sobea-Satom d’arrêter les travaux en plus de s’expliquer sur les destinations prises par l’argent décaissé : « Votre entreprise a été non seulement auditionné par nos soins, mais également interrogé par les services du procureur de la République sur instruction de celui-ci. L’objectif étant de juger de la fiabilité de votre engagement à travers ces deux projets », indiquait la Task-force.
L’arrangement de dupes
Après les investigations menées par la Task-force, l’entité, à l’époque, supervisée par Pierre Duro va découvrir ; « un certain nombre d’imperfections ». Immédiatement, la Task-force va transférer le dossier aux autorités pour une suite judiciaire. Les responsables de Sobea-Satom, qui vont reconnaître les faits reprochés, vont convenir, avec les autorités gabonaises, d’un arrangement. « Au sortir de cette procédure, au cours de laquelle des présomptions de négligence ont été décelées par les enquêteurs, il a été convenu que votre organisation, sous forme compensatoire, procède à la réhabilitation à titre gracieux, de la voie d’accès de la route de Sogatol, ainsi qu’à la réalisation de 7 km de route dans le Grand Libreville et dans une adresse à la Task-force Finex en date du 22 juin 2022, vous concédiez du démarrage effectif des travaux desdites voiries sur le linéaire retenu », indique la Task-force dans une correspondance envoyée à la direction de Sobea-Satom.
Sauf qu’une fois de plus, Sobea-Satom va faire preuve de malice et de couardise dans l’exécution du chantier visant à compenser les malversations sur Terre Nouvelle. L’entreprise française, après avoir débuté quelques travaux, va, à la surprise générale, retirer ses équipes sur le chantier de l’axe Sogatol-Bâti Plus. Une situation que va dénoncer la Task-force : « Il nous a été emmené de faire le curieux constat d’une absence de vos équipes sur les chantiers des travaux, alors que ceux-ci demeurent non finalisés. Les faits évocateurs suivants ont corroboré nos inquiétudes : votre démobilisation sur les travaux de l’axe Sogatol-Bâti plus, votre refus ostentatoire de répondre aux appels de la Task-force de la Présidence de la République, la non-transmission à la Task-force des 7 km des voiries validées en vue de leur insertion dans la convention, vos absences répétées à différentes séances de travail initiées par la présidence de la République, lesquelles dénotent d’un désintérêt magistral de votre part à l’égard des instructions des plus hautes autorités de la République ».
La Task-force va menacer de bloquer les 20 milliards de Fcfa dus à Sobea-Satom
En dépit de toutes ces mises en demeure, la société française va rester de marbre. Convaincue d’être en terrain conquis, Sobea-Satom va pousser l’outrecuidance en boycottant la visite médiatisée avec les autorités gabonaises sur les chantiers dont la société était pourtant bénéficiaire. C’en est trop pour Pierre Duro et ses collègues de la Task-force qui vont, une nouvelle fois, écrire à la direction de la société française, pour non seulement demander des explications sur l’utilisation des 5 milliards de Fcfa décaissés par la BID (Banque Islamique de développement) dans le cadre du projet de Terre Nouvelle, mais en plus vont menacer de procéder à la séquestration des 20 milliards de Fcfa représentant le montant dû à Sobea-Satom au titre de sa dette intérieure.
La suite de l’affaire est connue de tous. Sobea Satom, aidée par l’ambassadeur de France au Gabon, va tout mettre en œuvre pour obtenir d’Ali Bongo Ondimba la suppression de la Task-force.
