Une vue de la pollution.
Le 09 octobre 2019, le journal français Le Monde publie une investigation sur les actes de pollution et les préjudices écologiques de la société franco-britannique, Perenco, en République démocratique du Congo (RDC). La multinationale pétrolière est présentée par le média comme une boîte « toxique » peu précautionneuse entrainant les pollutions et dégradations environnementales à Muanda, ville côtière de la province du Kongo Central en République démocratique du Congo (RDC). Au point que les ONG Sherpa et Amis de la Terre aient décidé de porter plainte contre la multinationale en France.
Au Gabon, les autorités gabonaises n’ont cure de ces cris d’alerte et des plaintes contre Perenco. Bien au contraire, le régime de Libreville renforce son partenariat avec la multinationale, en signant au mois de février 2020 trois nouveaux contrats d’exploitation et de partage de production (CEPP). Mieux, le 08 octobre 2020, les deux partenaires signent l’avenant n° 2 affirmant l’ancrage de la société dans l’exploitation des champs offshore. Heureux comme jamais, Baptiste Breton, le directeur général de Perenco Gabon, indique que cette signature permettra d’accompagner « le Gabon dans le développement des champs nature ».
Sauf qu’à plus de 150 kilomètres dans les localités d’Omboué, Batanga dans département d’Etimboué dans la province de l’Ogooué-Martime, les populations sont, depuis près d’un mois, vent debout, pour dénoncer les actes de pollution de la multinationale pétrolière. Le 19 septembre 2020, les responsables de l’administration et les représentants des populations organisent dans la salle de réunion du Conseil départemental d’Etimboué (dans la ville d’Omboué) une consultation publique.
L’un des sujets évoqués, les problèmes liés aux pollutions de l’environnement dans la zone de Rallié. Si l’administration publique indique dépêcher, dans les semaines à venir, des délégations officielles, pour constater l’ampleur de la pollution, devant l’urgence, les populations et les membres de la société civile vont se déployer sur le terrain pour des campagnes d’investigation. Le constat est accablant : « A Batanga, principal centre de production pétrolière et gazière de Perenco, le village est complètement sinistré. Pas d’eau, d’école, de dispensaire… il n’y a rien ici. Ce regroupement de villages est le parfait exemple de la malédiction du pétrole. Les rivières de la lagune Nkomi et autres écosystèmes marins sont gravement pollués sans travaux de dépollution », dénonce Georges Mpaga, acteur de la société civile.
Et de rajouter : « Perenco viole ouvertement le code des hydrocarbures, les normes internationales en matière de respect de l’environnement et les normes sur la transparence des industries extractives ».
