La mauvaise gestion plombe la suite du projet.
JA Gabon est une organisation non-gouvernementale spécialisée dans l’éducation financière, l’entreprenariat, l’employabilité des jeunes et l´insertion professionnelle. Très vite, l’entité située au sein de la Cité SNI va être vendue par le régime d’Ali Bongo Ondimba comme un outil important qui devait permettre à de nombreux jeunes Gabonais de recevoir des formations en éducation financière et dans l’entreprenariat. En plus de travailler sur l’employabilité des jeunes et l’insertion professionnelle. Pour parvenir à toucher le maximum des jeunes, un réseau d’incubateurs sectoriels avait été mis en place à travers tout le pays. Il était question de mieux soutenir les jeunes et leur permettre de mieux s'insérer dans le monde du travail au Gabon.
Mieux, l’entité, gérée, à l’époque, par Radia Garringue, va recevoir une subvention de près de 3 milliards 578 millions 110 mille Fcfa provenant de l’Union européenne et de l’Etat gabonais. D’après nos sources, cette importante somme prenait en compte les salaires des employés, les équipements et les fournitures, le mobilier et le matériel informatique, les machines et l’outillage, les travaux et l’aménagement des incubateurs, les honoraires des formateurs, du personnel et des bourses.
Lors de la réunion de travail du 12 août 2021 relative aux Conférences budgétaires en vue de l’élaboration du Projet de la Loi de Finance (PLF) 2022, le ministre du Commerce, des PME et de l’Industrie de l’époque avait pris soin de défendre les besoins de dotation budgétaire au titre de la subvention 2020 et 2021 de JA GABON. Contrepartie conventionnelle pour laquelle l’Etat s’est engagé auprès de l’UE. Un courrier n° 0926/MCPMEI/CAB-M du 07 septembre 2021 a confirmé la demande d’accompagnement de JA GABON par une Autorisation d’Engagement d’un montant de 806 millions de Fcfa dans la loi de finance et de crédits de paiement pour les exercices 2022 et 2023.
Le journal officiel du 23 mars 2022 a publié l’inscription au budget dans la rubrique fonds de concours d’un montant d’1 milliard 094 millions 833 mille 333 Fcfa attribué au titre de CAP SUR L’AUTONOMISATION DES JEUNES.
A ce jour, d’après les mêmes sources, 365 millions 304 mille 167 Fcfa sont disponibles au Trésor public. Cette somme est gérée par la Cellule d’appui à l’Ordonnateur National (CAON).
Le début des problèmes
Si jusqu’ici tout se passait bien, une crise va conduire à des bouleversements en interne entrainant une restructuration profonde de l'organisation : renouvellement du Conseil d’administration et du top management. Une Cellule d’appui va être mise à contribution pour aider l´organisation à tenir ses engagements. Problème, alors que le 31 mars dernier, l’UE se retire du projet et que l’Etat gabonais acte sa reprise pour permettre sa clôture, survient l’opacité dans la gestion des moyens financiers mis à disposition.
Les responsables de la Cellule d’appui à l’Ordonnateur National (CAON) sont accusés de mauvaise gestion de la subvention mise à disposition. Ladite subvention qui devait solder les dettes fournisseurs à hauteur de 130 millions de Fcfa, une dette SEEG de 3 millions 346 mille Fcfa, une dette Gabon Telecom d’1 million 306 mille Fcfa, une dette salariale de 127 millions de Fcfa, des dettes des formateurs et personnels de 33 millions de Fcfa sont désormais générées en toute opacité, fustigent les membres de l’entité.
« En effet, des décaissements ont été effectués, mais, à ce jour, aucune visibilité n’est faite. Il est important de souligner, à ce niveau, que ces données sont nécessaires à la rédaction du rapport financier du projet et qu´elles permettent de mettre en évidence la contribution financière de l´état. Il s´agit, essentiellement, des décaissements effectués pour le paiement de certaines dettes liées aux activités du programme », fustige un des responsables administratifs.
Régularisation immédiate des arriérés de salaire
Un manque de transparence sur le mode de calcul, les montants disponibles et la priorisation des dépenses qui perturbe et désorganise fortement les activités de clôture du projet, soulignent les mêmes sources. Et de poursuivre : « Le personnel de JA Gabon ne cherche nullement à entraver la continuité des actions du programme, mais appelle aux respects des engagements sur des éléments essentiels pris en compte par la subvention qui ne devrait, en principe, souffrir d´aucune ambiguïté ».
Les récriminations contre les responsables de la Cellule d’appui ne s’arrêtent pas là. Le personnel exige une régularisation immédiate des arriérés de salaire. D’autant que, pestent-ils, la responsable du CAON, sans concertation, décide des périodes, des taux et donc des montants que doivent percevoir chaque employé de manière unilatérale.
« Dans les faits, comment expliquer à des pères et mères de famille qu´après quatre mois sans salaire, certains reçoivent moins de 30 mille Fcfa pour certains. Ceci est à la limite de l´injustifiable quand on sait que malgré ses difficultés, l´Etat, sensible à la situation de JA Gabon, a mis à disposition les fonds », dénoncent les agents.
Avant de conclure : « Nous interpellons donc les autorités compétentes et espérons avec empressement la reprise du programme par notre ministère des PME qui, nous l´espérons, saura traiter avec plus de transparences ce dossier qui ralentit fortement les dernières actions de clôture du projet par les agents de JA Gabon ».
