J'ai fait une vidéo pour parler de l'exploitation du fer de Belinga et surtout des retombées pour les collectivités locales. Le fer de Belinga sera géré par la Société IRON IVONDO née de la convention entre l'Etat gabonais et la société FORTESCUE. Pour transporter ce fer de la mine au chemin de fer (Booué), c'est une PME gabonaise (M.N Industrie) qui a été retenue pour le faire (Est-ce à dire que nos montées au créneau pour accorder une place de choix aux structures gabonaises commencent à payer ? Dieu seul sait).
Les Ogivins (notamment les diplômés, etc.) doivent se lever pour exiger à leurs députés et ministres de participer à la gestion de cette activité (c'est votre droit). Logiquement, le fer de Belinga, si les Ogivins sont sérieux, fera que Belinga et Bouée soient comme Moanda et Mounana, sinon mieux.
Mon argumentaire s'est structuré autour des articles 57 et 58 du Code minier qui dispose entre autres :
1. Sur la redevance minière (article 57 Code minier) : 75 % sont reversés au Trésor public, 20 % au Fonds de développement local (géré par les collectivités locales) et 5 % au Fonds d'appui au secteur minier ;
2. Sur la taxe d'extraction (article 58) : 20 % sont reversées au Trésor public, 15 % au Fonds de développement local, 5 % au Fonds d'appui au secteur minier et 60 % aux collectivités locales.
Les collectivités locales (Mairies et Conseils départementaux) sont gérées par les conseillers locaux, lesquels sont élus à la faveur de l'élection locale, qui demeure la plus négligée, alors qu’elle est la plus importante pour le développement de la localité.
Tant que les Ogivins laisseront les PDGistes être leurs députés, maires et président des Conseils départementaux, ils ne verront rien. Chaque Ogivin doit se lever, avoir le courage de se présenter comme député ou conseiller local, afin de récupérer le contrôle de sa circonscription.
