Le premier Ministre, Raymond Ndong Sima.
Le lundi 11 décembre 2023, une rumeur parcourait le milieu des entrepreneurs annonçant la tenue probable des élections des membres de la chambre de commerce, d'agriculture, d'industries, des mines et d'artisanat du Gabon. Une rumeur née d'une information partagée par dame Danielle Biwaou, directrice générale du bureau sortant de cette institution. Après recoupement d'informations, il ne s'agissait plus d'une rumeur, mais d'une instruction faite au ministre du Commerce par le Premier Ministre, Raymond Ndong Sima, pour que cette dernière prenne toutes dispositions afin de parvenir à l’organisation d’une élection dans cette entité.
Conséquence, le mercredi 20 décembre 2023, une réunion était convoquée par la directrice générale sortante de la Chambre de commerce, dame Danielle Biwaou. Réunion au cours de laquelle cette dernière va annoncer officiellement la nouvelle aux membres de la chambre, pour la plupart, des fidèles de Jean Baptiste Bikalou, président dont le mandat est échu depuis 7 ans. Dame Danielle Biwaou qui, ne va pas se prier pour exécuter ce qu'elle considère comme une opportunité pour succéder à son mentor Jean Baptiste Bikalou, a aussitôt procédé aux invitations, pour marquer son soutien à l'initiative du Premier Ministre.
La levée de boucliers
D’après certaines sources, il ne fait l'ombre d'aucun doute, cette initiative qui a été endossée aux instructions du Premier Ministre est l'œuvre de Danielle Biwaou, qui selon ses propres aveux, aurait saisi le cabinet du Premier Ministre, en l'occurrence son directeur de cabinet Jean Minko. Ce dernier aurait consulté le chef de département en charge des PME auprès du Premier Ministre, la célébrissime Nina Abouna, qui semblerait avoir trouver l'opportunité de donner un coup de pouce à son mentor Henri Claude Oyima, le tout puissant patron de la fédération des entreprises du Gabon (FEG), qui ne souhaite pas voir débarquer à la tête de la chambre de commerce, un individu dont il aurait pas le contrôle. Conscient de l'importance des enjeux, Nina Abouna aurait immédiatement opté pour confier la gestion de ce dossier au ministre du Commerce.
Mais il fallait enrober l'entourloupe avec la loi, et la parade a été très vite trouvée pour masquer le coup et orienter la décision de Raymond Ndong Sima. L'arrêté N° 0271/PM, du 03 mai 2021, portant organisations des élections à la chambre de commerce a été présenté au Premier Ministre comme étant le support qui encadre les élections à la chambre de commerce. Cet arrêté donne la tutelle de la chambre de commerce au ministre du Commerce, en lieu et place du décret N°0728/PR du 21 juin 2011, portant réorganisation de la chambre de commerce, qui en son article 17, dispose que le ministre de l'Economie est le tuteur de la chambre de commerce et en son article 53 dispose que c'est le ministre de l'Economie qui préside la commission électorale de la chambre de commerce. Bien que conscient que le parallélisme des textes donne la supériorité au décret signé du Chef de l'état face à un arrêté signé du Premier Ministre, Jean Minko, pourtant juriste expérimenté aurait tout simplement décidé de fermer les yeux sur la vérité pour plaire à dame Danielle Biwaou et son mentor Jean Baptiste Bikalou, au détriment de l'honneur de son patron Raymond Ndong Sima.
Toute cette imbroglios a finalement été rattrapé par le ministre de l'économie Mays Mouissi, qui aurait demandé à ses collaborateurs de freiner les ardeurs de dame Danielle Biwaou et Jean Baptiste Bikalou en mettant un terme à la convocation de la réunion qui devait se tenir le mercredi 20 décembre 2023. Au regard de cet énième couac au sein du cabinet de Raymond Ndong Sima, ce dernier devrait songer à revoir la composition des hommes et des femmes qui l'entourent. Car il est désormais connu que certains de ses collaborateurs travailleraient pour d'autres intérêts que les siens.
