Dans une interview accordée à nos confrères de Dépêche 241, le président fondateur CF Mounana, Hervé Patrick Opiangah fustige l’attitude de fuite en avant de l’actuel ministre des Sports, Franck Nguema. Lequel refuse d’assumer ses responsabilités dans l’arrêt du national foot tout en jetant l’opprobre sur les présidents des clubs. Lecture.
Le championnat National est arrêté depuis plus d’un mois. Vous êtes un président de club, la question vous concerne donc directement. Quel est votre sentiment face à cette situation ?
J’aimerais en premier lieu vous remercier pour l’occasion que vous me donnez, à travers vos colonnes, de m’exprimer sur un sujet hautement important mais, dont le mutisme du ministère des Sports, trahit clairement les insuffisances manifestes de l’Etat dans la construction de notre football.
Dans le prolongement de cette position et s’agissant de la suspension du National Foot, je dirais simplement que cette situation traduit une énième fois le manque de volonté de l’Etat à travers son ministère des Sports. À l’origine, l’Etat avait pris des engagements nobles par le biais notamment de la professionnalisation du football Gabonais. Professionnalisation qui a trouvé l’assentiment des présidents des clubs. Lesquels de façon logique, ont fait le choix républicain d’accompagner l’Etat vers la matérialisation de ce processus dans sa phase expérimentale.
Cela dit, cette professionnalisation aujourd’hui, émanation de l’Etat, a montré ses insuffisances au regard du non-respect des engagements sécrétés par la tutelle. On ne peut donc pas, en permanence, jeter l’anathème sur les présidents des clubs, les critiquer à tort et à travers en voulant leur faire porter la responsabilité de l’arrêt du championnat national. Pareille attitude est indigne du ministère des Sports. Le passionné de sport et président de club que je suis s’insurge contre ce type d’agissement, ce type de conspiration. Ça suffit ! Que cela s’arrête et que le ministre sache que nul ne peut se prévaloir de ses propres turpitudes.
Vous parlez du non-respect des engagements pris par la tutelle. Pouvez-vous nous en dire plus sur la teneur de ces engagements ?
Après la décision visant à acter et à entériner la professionnalisation du football gabonais, un cahier de charge liant l’Etat et les clubs a été pris. Ce cahier engageait l’Etat, par le biais du ministère des Sports, à prendre par devers lui, les salaires des joueurs quand les clubs devaient, pour leur part, supporter les sursalaires en fonction du niveau de l’athlète. En sus du paiement des salaires, l’Etat devait s’acquitter auprès des structures sélectionnées par lui-même, des frais d’hébergement, de restauration et de transport pour les clubs pendant leurs déplacements tout au long du championnat. Ces engagements ont été ratifiés et homologués de façon contractuelle entre l’Etat, les joueurs et les clubs. Au CF Mounana par exemple, pour parler du cas que l’on connaît le moins mal, nous sommes à jour de nos sur-salaires et je pense que c’est également le cas à Mangasport et certainement d’autres.
A ce jour, vous avez des athlètes qui ont trois, quatre ou cinq mois sans avoir été payés par l’Etat à travers la tutelle. Une curiosité quand on se rappelle que dès le lancement de cette saison, le ministre, Monsieur Franck Nguema avait donné des garanties aux clubs en indiquant que les budgets avaient été mis à dispositions pour que le National Foot se joue intégralement sans interruption. Par quoi s’expliquent alors ces non-paiements des salaires ? Les Gabonais et le public sportif ont besoin, ont le droit de savoir.
C’est en cela que je répète et invite le ministre des Sports à prendre ses responsabilités en arrêtant de finasser et de se louvoyer en cherchant des bouc-émissaires çà et là. Tant qu’à faire, que le ministre de tutelle soit clair et transparent avec tout le monde. Qu’il annonce à tous les acteurs du football que contrairement à ce qu’il a convenu en début de saison, il est confronté à des tensions budgétaires et que par conséquent, il n’est plus capable d’honorer ledit engagement. C’est cela être digne et responsable dans la conduite des affaires de l’Etat.
Il est inconcevable que le ministère des Sports veuille prendre en otage les clubs en essayant de justifier, de façon pernicieuse, un manquement causé par lui-même. J’ai une aversion pour ce type de démarche. Il faut arrêter de jeter l’opprobre sur les clubs alors que les responsables sont conscients des raisons originelles de cette suspension de championnat.
Doit-on comprendre que la mutualisation qui avait été proposée par l’Etat au sortir des Assises National sur le Football a montré ses limites ?
Écoutez ! Les faits sont parlants. Pour s’en convaincre, il suffit d’interroger les différents présidents des clubs, les joueurs du National Foot, la Linaf et la Fédération Gabonaise de Football. Les premiers cités sont les premières victimes de l’échec de la mutualisation. Aujourd’hui, cette énième suspension du championnat a des conséquences néfastes sur le rendement des joueurs et sur le niveau de nos équipes dans les compétitions africaines. Il est difficile de performer sur la scène continentale avec un championnat qui est régulièrement interrompu. Si la mutualisation s’était montrée efficace, il est évident que nous ne serions pas dans une telle impasse.
Que les autorités prennent leurs responsabilités, quitte à prendre la décision de mettre un terme au championnat dans le but de mener une réflexion visant à le restructurer en profondeur. Il faut qu’on sorte de cet amateurisme consistant à colmater des brèches chaque saison.
Monsieur le président, les autorités estiment que l’une des solutions susceptibles de résoudre la crise qui secoue le football local réside dans la mutation des clubs en société à objet sportif. Pensez-vous que cela est réaliste dans l’environnement actuel ?
En ma qualité de président de club, je soutiens toutes les initiatives visant à moderniser notre football. Mais de qui se moque-t-on ? Il faut garder à l’esprit que la mutation des clubs en société à objet sportif implique d’importantes charges pour les clubs. C’est la raison pour laquelle ce changement doit se réaliser avec le soutien de l’Etat qui doit créer un environnement favorable à même d’encourager les présidents des clubs à consentir des investissements qui, à terme, favorisent le développement du football gabonais. Or, le contexte actuel n’est pas de nature à encourager les responsables à épouser la vision étatique. « À l’impossible nul n’est tenu » dit un adage populaire. Ne demandez pas aux clubs de réaliser des miracles.
Vous dressez un tableau assez sombre du football local, quelles solutions préconisez-vous pour sortir de la crise actuelle ?
Cela fait plusieurs années que je m’investis dans le développement du football local. Avant la création du CF Mounana en 2006, j’ai modestement accompagné et sponsorisé plusieurs clubs aussi bien de football que de Basketball et autres disciplines notamment avec Ndzimba ou encore le FC 105 autrefois. Je l’ai fait avant tout par passion pour le sport. La précarité des athlètes locaux me préoccupe au plus haut point. Les conditions dans lesquelles évoluent nos joueurs ne sont pas favorables à leur évolution, progression ou développement. Le championnat National dans sa formule actuelle, faite d’interruptions répétitives, disons le sans ambages, tue nos athlètes.
J’estime qu’il est nécessaire que tous les acteurs de notre football, ministère des Sports, Fegafoot, Linaf, président des clubs et même associations des joueurs se retrouvent autour d’une table pour un dialogue franc. Dialogue duquel doivent émerger des pistes de solutions pour une sortie de crise en sus de poser les jalons d’un National Foot mieux structuré et à la hauteur des attentes des athlètes locaux et des férus du ballon rond.
