La société franco-britannique Perenco, exerçant dans l'exploitation du pétrole, au large de Port-Gentil et à Mandji Ndolou, est, une nouvelle fois, pointée du doigt à la suite d'une fuite de pétrole dans un puits à poubelle, situé non loin du Carrefour Rabi, plus précisément à un kilomètre du site Perenco. Le pétrole brute s'est déversé dans une rivière qui alimente plusieurs villages en eau. Polluant ainsi toute la rivière en plus de priver les villageois de cette denrée qui reste indispensable à la vie. L'incident s'est produit, la semaine dernière, dans un puits poubelle appelé Dico 5.
Après que le produit brut s’est déversé dans la rivière et dans une partie de la forêt, les responsables du site, informés, ont tenté de circonscrire le produit avec des bâches filtres. Sauf que le produit s'était déjà propagé à plusieurs kilomètres le long de la rivière.
Les efforts des équipes de la protection environnementale de Perenco n'ont donc eu aucun résultat escompté, puisque les populations vivant dans les villages environnants auraient été privées d'eau. Une énième situation quibrend Perenco responsable d’actes de pollution de l'environnement à Port-Gentil et à Mandji. D'ailleurs, la société civile gabonaise a, maintes fois, dénoncé ce qu'elle qualifie de « crimes environnementaux ». A la suite de plusieurs missions d'inspection, dans plusieurs sites pétroliers, la société civile avait découvert plusieurs cas de pollution. Une situation à la suite de laquelle la société civile et des ONG avaient décidé de porter plainte contre plusieurs sociétés pétrolières dont Perenco qui devrait donc répondre devant les juridictions compétentes de ses actes de pollution répétitive sur ses sites de production.
Il y a un an, le réseau des organisations libres de la société civile pour la bonne gouvernance au Gabon (ROLBG), sollicité par les populations d’Etimboué, a saisi le procureur de la République près le Tribunal de première instance de Port-Gentil, à travers une plainte avec constitution de parties civiles contre la société Perenco.
Le ROLBG n’a cessé d’accuser la multinationale de violer la loi 007/2014 relative à la protection de l’environnement en République gabonaise, notamment en matière de « pollution et dégradation des rivières et lagunes par les hydrocarbures, pollution et dégradation des écosystèmes maritimes et terrestres, pollution et dégradation de la flore et des ressources halieutiques, appauvrissement des populations et atteinte aux droits économiques des populations locales ».
La multinationale est, également, accusée de violer l’ensemble des dispositions du titre 5 relatif au contenu local et de la responsabilité sociale des entreprises (loi 002/2019 portant réglementation du secteur des hydrocarbures en République gabonaise). « Il s’agit des obligations contractuelles vis-à-vis de la communauté d’Etimboué au titre de la RSE. Perenco violerait aussi l’article 170 de la loi 002/2019 portant réglementation du secteur des hydrocarbures en République gabonaise, tout comme elle est accusée d'empoisonnement collectif. Les populations ayant causé des impacts sanitaires sans précédent », avait souligné
Georges Mpaga, le président du ROLBG.
PERENCO EST COUTUMIÈRE DES FAITS
En octobre 2019, le journal Le Monde publiait une investigation sur les actes de pollution et les préjudices écologiques de la multinationale à Muanda, ville côtière de la province du Kongo Central (RDC). Au point que les ONG Sherpa et Amis de la Terre portaient plainte contre la société pétrolière. Se sachant dans le viseur de la justice dans plusieurs pays dans lesquels elle est implantée, la multinationale a mis en place un ensemble de mécanismes opaques pour ne pas établir de liens directs entre les agissements de ces filiales et la société mère. Ce fut tout le sens du rapport de l’observatoire des multinationales. Lequel relevait, à cet effet : « Si l’on ne connaît pas le lien formel ou la nature des flux financiers entre la société mère Perenco et ses filiales, impossible de mettre en cause sa responsabilité pour des atteintes aux droits humains ou à l’environnement, et impossible de savoir comment l’entreprise s’acquitte de ses obligations fiscales, ni où vont ses profits». Des mécanismes opaques qui font dire à l’Observatoire que partout où Perenco s’implante, les controverses ne tardent pas à suivre.
LA MULTINATIONALE S'ENGRAISSE AU GABON
En janvier 2022, la multinationale a annoncé investir près de 450 millions de dollars, soit 260,8 milliards de Fcfa pour augmenter sa production pétrolière et développer l'activité gazière au Gabon. Une annonce qui n'a pas manqué de susciter les réactions, notamment de la société civile. Pour Georges Mpaga, cette annonce est une opération de communication dont le but véritable est d'appauvrir les populations impactées et mettre la main sur les richesses du département d'Etimboué.
En réalité, indiquait l’acteur de la société civile, la finalité de ce projet, qui ne profite pas aux communautés et au développement local, consiste à faire main basse sur les immenses ressources pétrolières et gazières du département d'Etimboué sans une retombée vérifiable et palpable pour les populations de la région. Et de poursuivre : « Le caractère prédateur de Perenco, une compagnie qui a pour seul but, le pillage des ressources, la précarisation des populations locales, la planification et la mise en œuvre d'un programme de captation des ressources au détriment des propriétaires légitimes, c'est-à-dire, les communautés riveraines ».
