Une vue de l'état des amphithéâtres préfabriqués.
L’université Omar Bongo (UOB), située dans le premier arrondissement de Libreville, est un campus universitaire aux bâtiments décrépis. L’insalubrité, les bâtiments délabrés donnent la mesure des conditions dans lesquelles étudient quelque 30 000 jeunes Gabonais. Construite en 1970 pour une capacité de moins de 1 000 étudiants, la principale université a, depuis lors, explosé en matière d’effectifs. Reportage.

Fini les fêtes ! Nous sommes en janvier 2021. En cette période de l’année, l’Université Omar Bongo grouillent de monde. Tradition respectée, ce lundi 04 janvier 2021. L'affluence est au rendez-vous. Les étudiants et les enseignants ont renoué avec les amphithéâtres après quelques jours de congés. Mais la reprise dans la plus vielle université du pays coincide aussi avec « la rentrée des problèmes ». L’UOB est, depuis des années, une poudrière susceptible de prendre feu à tout instant. Au point que pour etouffer dans l’œuf, les mouvements de revendication des étudiants, le régime, a, depuis lors, décidé du déploiement quotidien d’un détachement de la Gendarmerie nationale.
Un ghetto malfamé du premier arrondissement
L’oppression armée a eu très vite raison des mouvements revendicatifs des étudiants, au point que s’est installé au sein du temple du savoir un sentiment d’indifférence. Etudiants, enseignants et même personnel admnsitratifs regardent, sans rien dire, l’établissement tomber en ruine. L’espace donne l'air d'un quartier sous-intégré abandonné. Un ghetto malfamé du premier arrondissement de la commune de Libreville. Au fond, il n’y a plus de véritable différence entre l’UOB et les matitis de « Derrière la prison » ou « Derrière l’Assemblée nationale ».
Certains bâtiments, situés les uns après les autres, sont plongés dans les hautes herbes. Une situation qui profite aux reptiles et autres animaux. Les ruelles, qui lient certains départements au reste de l'université, sont dans un piteux état. Les nids-de-poule et cratères donnent l’impression d’un établissement bombardé à l’arme lourde. « Heureusement pour le pays, il n’y a jamais eu de guerres ou de conflits armés, ce spectacle est juste la conséquence de la faillite d’une classe dirigante qui a préféré détruire, pour ne rien construire », s’exclame un étudiant.
Des amphithéâtres en lambeaux
Les rêves d’une université moderne, vendues après l’arrivée d’Ali Bongo Ondimba au pouvoir en 2009, ont vite volé en éclat. Les amphithéâtres préfabriqués censés apporter une réponse à la problématique de l’insuffisance des capacités d’accueil tombent les uns après les autres en lambeaux. Pire, les préfabriqués sont devenus des refuges pour des malfrats de toutes sortes, voire le lieu de toutes les insécurités (vol, braquage, vente illicite de drogues…).
Les quelques vigiles déployés dans la cité n'assurent que le gardiennage du rectorat et de la bibliothèque universitaire. Situation profitable aux groupes de délinquants, qui prennent refuge dans les amphithéâtres et autres bâtiments désuets et abandonnés, pour commettre leurs forfaits. « Les étudiants sont livrés à l'insécurité. Il y a une semaine, un étudiant est passé à côté de la mort, après qu'il a été braqué par un groupe de jeunes, qui avaient réussi à prendre la fuite. Nous sommes dans l'insécurité », relate un jeune étudiant.
Pourtant, c’est dans ces conditions apocalyptiques qu’affluent chaque année des vagues de nouveaux étudiants. Une situation qui rend très difficile le suivi des cours. « Tous les départements ont des effectifs pléthoriques, à l'exemple des départements de Droit (près de 4000 étudiants en Licence 1), de Sociologie (plus de 3 000 étudiants en Licence 1)... Des étudiants qui s’entassent dans des salles restreintes », confie un étudiant.
« L'université Omar Bongo n'attire plus personne. Tout y manque. Les ordinateurs sont obsolètes. Pas de wifi dans l'ensemble de la concession encore moins dans les amphithéâtres et salles de cours. Les rames de papier manquent aussi à l'appel. C'est regrettable pour la plus grande université publique du pays, qui faisait la fierté de notre système éducatif », laisse entendre M. Didier un enseignant. A ces préoccupations, s'ajoutent la situation administrative de certains enseignants qui, depuis des années, travaillent sans percevoir leurs salaires véritables.
Les enquêtes sur les malversations sans suite
En juillet 2020, la Police judiciaire (PJ), à la suite d’une plainte du ministre de la Lutte contre la Corruption, plusieurs anciens responsables de l’Université sont convoqués et auditionnés pour des détournements de fonds et autres malversations.
En cause, la gestion financière et matérielle de la plus grande université du pays au cours des cinq (5) dernières années. Les accusations sont lourdes. On parle de soupçons de malversations financières, d’opacité autour de la gestion de l’argent des inscriptions de l’année 2017-2018, la vente du parc automobile de l’UOB (bus et voitures de liaison), des engagements obscurs et surfacturations avec des sociétés invisibles pour les travaux de réfection et de la connexion Internet, de la disparition de près de 150 ordinateurs...
Marc Louis Ropivia (ancien Recteur), Dieudonné Robert Obanga (ancien Secrétaire général), Jacqueline Motto Ossou (ancienne chargé des finances), Raissa Kogou (gestionnaire comptable), Jean-Claude James (Doyen de la Faculté de Droit et Sciences économiques), Véronique Mavoungou Bouyou (Doyenne de la Faculté des Lettres et Sciences humaines), Pamphile Mebiame Akono ( ancien directeur du Département des Sciences de l’information et de la communication), Pierre Willy Loundou (ancien directeur du Département d’Etudes Anglophones) et beaucoup d’autres sont, les uns après les autres, auditionnés par les agents de la Police judiciaire.
Pire, au cours de la même semaine, de nombreux véhicules de fonction aux mains desdits responsables ont été arraisonnés et parqués pour nécessité d’enquête. Aucune personnalité ne fait l’objet de poursuites judiciaires. Curieusement, les enquêtes vont s’arrêter à ces simples auditions. L’affaire va être étouffée. Sans plus. A l’image du pays, l’UOB sombre.
Il faudra aussi changer le NOM de cette Université. Il ne mérite vraiment pas de s'appeler Bongo. Ce nom porte vraiment MALHEUR. A Ntare Nzame !! Appelé cette Université par le nom d'un gabonais qui a lutté pour la libération du pays par exemple. Et d'ailleurs, il faudra DEBAPTISER tous les édifices portant ce nom Bongo. C'est vraiment un nom de GRAND MALHEUR pour notre pays. A Ntare Nzame !! Pitié !!
