Le rapport pointe « une mauvaise gestion et l’utilisation frauduleuse des fonds liés aux contentieux, l’utilisation abusive des fonds dans le fonctionnement, la mauvaise gestion des opérations de surveillance, le manque de professionnalisme dans la gestion des patrouilles ayant occasionné morts d’hommes, les risques d’affrontements des armées gabonaises et congolaises dans les situations de gestion des conflits et le détournement des objectifs dédiés aux fonds des projets.
La Task-force va plus loin en pointant d’importantes malversations financières des 85 milliards de Fcfa reçus par cet organisme au cours des dernières années. La Task-force souligne qu’aucun projet concret d’infrastructure n’a été réalisé alors que l’argent avait été décaissé par les différents bailleurs de fonds. La preuve, poursuit le rapport, même les locaux de l’ANPN n’ont pas été construits. Plus de 90% des budgets alloués à l’ANPN ont été dédiés au fonctionnement, constate la Task-force.
« C’est à ce titre que la Task-force a recommandé la suspension des activités du directeur technique et de son adjoint », conclut le rapport.
