Plusieurs responsables mafieux sont toujours en poste à l'hôtel de ville.
A la faveur d’une déclaration de presse donnée ce jeudi 28 septembre, les syndicats des agents de la mairie de Libreville ont appelé les nouvelles autorités de la Transition et celles de l’hôtel de ville à aller plus loin dans l’opération visant à mettre fin aux malversations financières, aux détournements de fonds et à la gabegie au sein de la mairie centrale de Libreville. Le syndicat libre des agents de la mairie de Libreville (SYLAML), conduit par Joe-fred Madouta, a fustigé le fait que de nombreux responsables de toutes ces malversations soient encore en fonction même si les premières investigations ont conduit à l’arrestation de l’ex directrice générale des finances, Mme Gisèle Mombo.
« (…) Nous nous interrogeons sur la méthode utilisée pour sanctionner les responsables indélicats qui prenaient les finances et les biens de la commune comme les éléments de leur patrimoine. En effet, nous avons du mal à croire que l’ancienne directrice générale des finances écrouée soit la seule responsable des détournements massifs des finances municipales. Nous savons que c’est une chaine. Tous les maillons de cette chaine doivent être interpellés autrement c’est une insulte à l’intelligence commune», dégaine Joe-Fred Matouda.
Et de poursuivre : « Il y a un ordonnateur de crédits municipaux et un comptable. Donneurs d’ordres et exécutants, à ce niveau tous ont pêché. Beaucoup sont complices soit par action, soit par inaction. C’est une chaine mafieuse qui débute du cabinet du maire de Libreville en passant par le secrétariat général, les directions générales et les responsables de la recette municipale de l’hôtel de ville. Comment comprendre que les « terroristes » de l’inspection municipale (IGM), outil d’extorsion de fonds, ne soient pas inquiétés jusqu’à ce jour ? Que dire des « tortionnaires » de la direction des affaires économiques (DGAE), ces délinquants financiers qui dépouillaient sans vergogne les pauvres commerçantes en mettant en place un réseau mafieux ? »
Pour les partenaires sociaux, l’heure de rendre les comptes a sonné. « Les gens qui ont causé du tort au fonctionnement de notre administration doivent répondre de leurs actes. Il y a encore beaucoup de prisonniers en sursis » fustige le président du SYLAML.
Lors de ladite déclaration, Joe-Fred Matouda n’a pas manqué d’inviter le Délégué spécial de la commune de Libreville à prendre en compte les revendications sociales posées sur la table de l’ex équipe et qui, à ce jour, n’ont pas trouvé de solutions. Notamment le respect des textes dans les procédures de recrutements, la régularisation des situations administratives des agents, l’occupation de la quasi majorité des postes de responsabilités par des cadres venus des secteurs publics et privés.
